Ministers, Excellencies, Distinguished Guests,

The Global Learning Consortium is set up to serve as the hub for an international learning network linking students, educators, and researchers. There is tremendous synergy between the Consortium and Singapore's IT Education Masterplan, a blueprint for the integration of IT in education that will ensure that by the end of the 6-year plan, all schools in Singapore will use computers to plan, teach, access, and reach out to one another across the nation and overseas.

Participation in the Consortium gives Singapore the opportunity to share our experiences, learn from other members of the Consortium, and undertake collaborative projects in learning technology, to mutual benefit.

Although the Consortium is currently a tripartite effort, it will not remain so, and should not remain so. To achieve its aim of being the hub of an international learning network, we need to make this a multi-lateral effort. In this way, global partnerships can occur to deliver a successful community of educators and students.

APEC can leverage on the Consortium to help fulfil its Human Resource Development objectives. At the same time, the Consortium also offers APEC economies a mechanism to enhance their various national masterplans for the teaching of IT in education. I wholeheartedly invite APEC economies to participate in the Global Learning Consortium.
