Introduction

Thank you for coming today for the launch of the e-Government Action Plan II. This second Plan will guide Singapore's e-Government efforts for the next 3 years, from 2003 to 2006.

The Government's experience with IT began in 1980, with the Civil Service Computerisation Programme. Over the last two decades, we have progressed from simple backend automation to the delivery of better and more convenient e-Government services to citizens and businesses in Singapore.

Through the first e-Government Action Plan (2000-2003), over 1,600 e-Government services are already available online through the Internet. Citizens can now access these e-services from the comfort of their home or workplace, at their own time. One main effort within the first plan is the eCitizen Portal, which offers a host of e-services grouped in 16 "towns", according to the lifecycle needs of an individual. Through e-Citizen portal, Singaporeans can now have one-stop access to government services without having to navigate his or her way from public agency to agency.

This is the foundation built by the first plan. There is however much more potential in e-Government to be harvested. The e-Government Action Plan II aims to make our e-services even more customer-centric. Integrated, rather than individual e-services. This will require multi-agency collaboration.

To attain these new levels of efficiency and convenience, four strategic thrusts form the core of the e-Government Action Plan II:

  • Increase Awareness of and Convenient Access to e-Services
  •  Improve the e-Service Experience
  • Engage Citizens through Active Consultation and Virtual Communities
  • Fostering Inter-Agency Collaboration

Conclusion

Through the e-Government Action Plan II, we aim to realize "Many Agencies, One Government", where different agencies work seamlessly together to deliver a new level of service to our citizens and customers.
