TechSkills Accelerator (TeSA) is a SkillsFuture initiative driven by Infocomm Media Development Authority (IMDA) and in partnership with strategic partners such as Workforce Singapore (WSG) and SkillsFuture Singapore (SSG), as well as collaboration with industry partners and hiring employers. TeSA offers various programmes to support current information and communications technology (ICT) professionals and non-ICT professionals to upgrade and acquire new skills and domain knowledge that are in demand, and to stay competitive and meet the challenges of a fast-moving digital landscape.

Background of TeSA

Why TechSkills Accelerator (TeSA)?

Accelerate Professional Development and Enhance Employability Outcomes for Singaporeans. For ICT professionals, and those aspiring to join or convert to the ICT profession, a new overarching initiative called the "TechSkills Accelerator" (or TeSA) will aggregate and integrate training and job placement programmes to serve across ICT and non-ICT sectors. Through a network of key hirers and partner providers,with support from the ICT industry, TeSA will provide new emphasis on:
  • An integrated approach to ICT skills acquisition and practitioner training: both in core ICT skills and in sector-specific ICT skills, complemented by business domain knowledge required by different sectors of the economy. Thus, T-shaped professionals to better sector needs across the economy. In fact, a significant 51% of ICT professionals work in non-ICT sectors who needs to be better equipped beyond core ICT skills (see graphic below);
  • Employability outcomes through place and train programmes, and career advisory services.


What is TeSA?

TeSA has three key roles:
  • Masterplanner. TeSA will identify job opportunities and skills requirements, close vocational skills gap through training, and driving hiring outcomes.
  • Coordinator. TeSA will develop an ecosystem of partner providers to better match demand and supply for ICT professionals, with specialised training partner clusters for different sectors of the economy.
  • Enabler. TeSA will develop industry-recognised skills standard and certification programmes for T-shaped ICT professionals, accredit partner providers and provide career advisory services.  

How is TeSA implemented?

When we look at the distribution of skills, there are ICT skills that are core to the profession across the economy, regardless of which sector an ICT professional may serve in. Core important skills today are for example in software development, data analytics, network engineering and cyber-security. We group these tech skills, largely defined in the National Infocomm Competency Framework (NICF) by the industry, for the industry, under TeSA | Core. 

Increasingly, as different sectors of the economy adopt technology, many sector-specific ICT products and solutions are also developed. The latter then required skilled manpower in these sector-specific IT software and systems. Key employers generally also prefer to hire experienced professionals. Therefore, domain specific business knowledge and acumen, and sector-specific IT skills, will be needed to enhance the employability of ICT professionals in different sectors of the economy such as Finance and Healthcare, and many other sectors. We group these domain skills and knowledge acquisition under TeSA | Sector. 

To better coordinate the development of TeSA | Core and TeSA | Sector efforts, IMDA will be putting in place a formal structure comprising a governing council and sector committees, and identifying specialised lead training providers for different sectors. We do so by collaborating with the sector champions (government agencies and domain associations where available), ICT related industry associations, key hirers in tech manpower, training providers in the marketplace, academic institutions, and career advisory and support service providers.

Who is TeSA?

Members of the TeSA Governing Council and Sector Committees will be announced when ready. We are in the midst of engaging the different categories of possible partners in this effort to better identify suitable representatives to lead the effort. That said, TeSA will subsequently call upon the larger ICT industry and business communities to co-participate in its efforts. In its steady state, TeSA will be supported by an ecosystem of course developers, training providers, skills assessment and certification providers, accreditation partners, and individuals who would have gone through its training opportunities and job placement services to join the ICT profession.
