Strengthening Digital Connectivity Between Western China and Southeast Asia
CHINA/SINGAPORE – 11 September 2019: The China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI) aims to strengthen the physical and digital connectivity between Western China and Singapore. The enhanced connectivity will facilitate physical and digital trade, support data-driven businesses, and develop vibrant and innovative ICT industries for both countries.
As part of this effort, the Infocomm Media Development Authority (IMDA) worked with the Chongqing Big Data Bureau (CQBDB) to facilitate partnerships between Chinese and Singapore telcos, culminating in the launch of the China-Singapore (Chongqing) International Data Channel (IDC) on 11 September 2019.
With a total data capacity of 260Gbps, the IDC provides a dedicated data channel between Singapore and Chongqing, offering better network experience (i.e. lower latency, lower packet loss and better network reliability) to users in Singapore and Chongqing. This will improve digital connectivity between Southeast Asia (through Singapore) and Western China (through Chongqing). The IDC also offers Singapore telcos business opportunities to bring data traffic to and from Southeast Asia and Western China, and supports Singapore companies looking to digitally expand their businesses to Chongqing or Western China.
12 Memorandum of Understandings (MOUs) were signed among and between the telcos and IDC users during the launch of the IDC on 11 September 2019. The signing of the MOUs underscores the strong commercial demand for the IDC. A detailed list of MOUs signed is in Annex A.
IMDA will continue to facilitate such regional and global collaborations, to strengthen Singapore’s position as an open and well-connected digital hub.
Applications of IDC
In the immediate term, the dedicated data channel will be available for companies in the seven industrial parks in Chongqing.
In the long term, there are plans to attract Western China traffic to use Chongqing as a hub to reach Singapore via the IDC.

Potential Applications
The IDC may be considered for companies in sectors or businesses that leverage connectivity and require quality bandwidth. These include areas such as content streaming, gaming, online learning and for those working on joint development projects.
