The Digital Economy framework for action comprises three thrusts:
- Helping industries and companies ACCELERATE their digitalisation journeys;
- Strengthening Singapore’s ability to COMPETE internationally, through open innovation and and the fostering of new ecosystems, enabled by digitalisation;
- TRANSFORM the ICM sector to deepen capabilities in frontier technologies and nurture the next generation of globally competitive digital champions
In support of the three thrusts of its Digital Economy framework for action, IMDA introduced a suite of programmes to help businesses, regardless of their size and where they are in their digitalisation journey, transform and seize new opportunities in an increasingly digitalised global marketplace.
1) A nationwide e-invoicing standard, as a first step to get all businesses to start their digitalisation journey. Singapore will adopt the Pan-European Public Procurement On-Line (PEPPOL) e-invoicing standard, and will be become the national authority outside Europe, and first in Asia, to do so;
2) A boost in Singapore’s e-commerce sector, by awarding BluPort and SingPost as the Federated Locker operators for the pilots at Bukit Panjang and Punggol respectively. As part of this pilot, IMDA has also awarded a tender to Parcel Perform to develop and run an open, interoperable nationwide platform that allows different parcel operators to deliver to the federated lockers, thus benefitting e-commerce players and consumers;
3) A new initiative, Digital Project Management Services, to enhance the SMEs Go Digital programme, will be launched to help SMEs realise the full potential of their digital investments. Under this initiative, SMEs can tap on a pool of digital project managers to help with the implementation of their digital plans. The Singapore Manufacturing Federation (SMF) has been appointed as the first operator of these services
1) The Open Innovation Platform, a virtual crowd-sourcing platform to connect and matche problem owners and problem solvers, will be launched in June 2018. The platform is supported by a structured innovation process from ideation to commercialisation, as well as a physical innovation facility for rapid prototyping. OIP’s first Challenge Call will take place in June 2018;
2) Supporting four Digital Platforms1 to enable AI and data services. The Digital Platforms will act as aggregators of AI and data services to make them more accessible to businesses and also drive adoption of AI and data services
Transform ICM sector
1) Help local media enterprises and professionals acquire new capabilities; and partnering with new digital content platforms and integrated ecosystem players through the Future of Media programme;
2) Immersive media has been identified as one of four frontier technologies to transform Singapore’s ICM sector and drive innovation in traditional industries. IMDA will support construction sector’s first pilot digital shared platform incorporating multi-user VR environment. This is expected to improve communications amongst players across the construction value chain resulting in cost savings and shortened project delivery;
3) ICT solutions that are cyber-secured and trusted enjoy a competitive edge. To help strengthen ICT SMEs’ cyber security capabilities, IMDA partnered Singapore Institute of Technology (SIT) to launch GoSecure, to offer 200 ICT companies Security by Design Consultation and Vulnerability Assessment at a nominal fee
