All 3 consortia who submitted proposals for the pre-qualification tender for the Public Basic Telecommunication Services (PBTS) licences on 31 May 97 have been shortlisted by TAS to participate in the main tender. (The 3 consortia are listed in Annex 1).
The main tender will be opened from 1 August 1997 and will close on 31 December 1997. This gives the pre-qualified tenderers five months to prepare their main tender proposals in accordance with the requirements that will be stipulated in the main tender document. This document will be released to the pre-qualified tenderers on 1 August 1997.
TAS will hold a separate tender exercise to award up to 2 more Public Cellular Mobile Telephone Services (PCMTS) licences by October 1997. There will not be a separate pre-qualification phase for the PCMTS tender.
The results of both tenders will be announced by mid-1998 so that the successful tenderers will have at least 20 months lead time to build, roll-out and test their networks for the commencement of commercial services from 1 April 2000.
