The National Computer Board (NCB) presented some highlights of the upgraded local area networks (LAN) of five government sites at the Government Chief Information Officers' (CIO) Forum held on 6 November 1997. The new networks were upgraded to incorporate the latest ATM (Asynchronous Transfer Mode) and Fast Ethernet technologies. These allow high-speed and high-capacity transfer of information within and across government agencies. The networks are now also able to support broadband applications on the Government Information Infrastructure (GII) and Singapore ONE.
The five government sites with the new networks are:
- The Economic Development Board at Raffles City Tower
- The Ministry of Labour Building
- The Registry of Companies and Businesses at International Plaza
- The Singapore Immigration Building
- The Treasury (comprising the Ministries of Finance, Trade and Industry, Law (HQ), and the Prime Minister's
Office)
A total of S$8.5 million was invested in upgrading the networks that comprise over 12,000 cabling points and 5,000 network connections. These networks also have the following features:
- Integrated voice and data cabling infrastructure using Structured Cabling System.
- Fast Ethernet (100 Mbps) connectivity to all desktops.
- High speed network backbone based on Asynchronous Transfer Mode (ATM)
technology for integration of voice, video and data on the same communication medium.
- Highly redundant network backbone built for maximum resilience.
- Adaptive network architecture that can be rapidly configured to support current and future applications.
The installation of the networks was awarded to the following system integrators:
- Chartered Systems and Networks Pte. Ltd.
- CSA Automated Pte. Ltd.
- EMS Wiring Systems Pte. Ltd.
- Telecom Equipment Pte. Ltd.
Products installed in these networks include those from 3Com Corporation, Bay Networks Inc., RIT Technologies Ltd. and Krone Inc.
A ceremony was also held for the signing and presentation of certificates to these system integrators. This marks the completion of the first wave of aggressive network upgrades of government sites from legacy to the new broadband network technologies. The NCB targets to upgrade the networks at all government sites by year 2000.
These new networks form part of the Singapore Government Network (SGNet) on the Government Information Infrastructure (GII). SGNet is the network infrastructure component of the GII that provides the connection between all government agencies, as well as the interface to external organisation such as business partners and public users. It is the link between the providers and users of information services.
This project is managed by the Government Network Infrastructure Office (GNIO) of the NCB. GNIO plays an important role in establishing an integrated network infrastructure for the Civil Service in order to provide secure and reliable broadband services to the users. This is part of the NCB's Government Chief Information Office (GCIO) role as the IT architect and masterplanner for the Public Service to realise the vision of the "Connected Government".

Government Information Infrastructure
The Government Information Infrastructure (GII) was launched in August 1997. It is an infrastructure framework that supports distributed computing and collaboration among government agencies and delivery of on-line services to the public. The GII is made up of the network infrastructure, identification infrastructure, desktop, delivery infrastructure and applications, supported by a security framework and standards and policies.
Singapore ONE
Singapore ONE (One Network for Everyone) is the world's first nation-wide broadband network that will deliver a new level of interactive, multimedia applications and services to everyone in Singapore. It is an initiative by the National Computer Board, National Science and Technology Board, Telecommunication Authority of Singapore, Economic Development Board and Singapore Broadcasting Authority.
