The National Computer Board's Government Chief Information Office today announced the award of Government contracts for the supply of micro-computers, servers and peripherals such as printers and network cards.

The contracts were awarded to seven major IT equipment suppliers. Participating government ministries, organs of state and statutory boards are now able to procure the equipment they need from the following IT vendors:

- CSA Automated Pte Ltd for IBM PC 300 GL and peripherals, HP Laserjet (6ppm) Printer and HP Laserjet (24ppm) Printer.

- Delteq Systems Pte Ltd for HP OmniBook 4100 Notebook, HP NetServer LC II Server and HP Laserjet (24ppm) Printer.

- IBM Singapore Pte Ltd for IBM NetFinity 7000 Server.

- Primefield Company Pte Ltd for AcerPower T6400 PCs and peripherals.

- ST Computer Systems & Services Pte Ltd for Compaq EP PCs and peripherals, IBM Thinkpad 600 Notebook, Compaq Proliant 1600 Server, Compaq Proliant 5500 Server, Lexmark Dot Matrix Printer and Lexmark Laser Printer (16ppm).

- Systems Technology Pte Ltd for HP Deskjet 890C Printer, HP Laserjet (6ppm) Printer and HP Laserjet (24ppm) Printer; and

Transmarco Data Systems (S) Pte Ltd for IBM NetFinity 7000 Server.

The total value of the contracts will be between $30 million to $50 million depending on the take-up rate by government ministries, organs of state and statutory boards. These contracts are for a term of nine months from 1 August 1998 to 30 April 1999.

The PC bulk tender scheme was initiated in 1988. Under this scheme, the NCB calls for an open tender, evaluates the tender proposals, awards and administers the contract on behalf of the Government for the acquisition of microcomputers, servers and peripherals. The government ministries, organs of state and statutory boards participating in the scheme could then procure the equipment they need from this period contract without having to call their own tenders. This allows individual government agencies to enjoy lower prices from economies of scale and a total manpower saving of $3 million every year in the effort and expense of administering their own tenders.

An additional feature was introduced at the award of the PC bulk tender at the end 1996. This is the pre-installation of standard software into PCs and notebooks before delivery to the users in the civil service. The standard software installed are the Microsoft Office suite of products, Lotus Notes and McAfee VirusScan. This feature saves individual Government agencies $2 million worth of time and effort in not having to install the standard software on a piece-meal basis for every PC or notebook computer purchased.

For this award, a new leasing option was included to allow Government agencies to lease as an alternative to purchasing the products under this contract.

The total savings to the Government are in excess of $5 million a year.
