With the rapid increase in Internet usage and the recent growth of e-commerce, conflicts and disputes over domain names and trademarks are inevitable. It is therefore important to establish a clear framework and procedures for resolving such disputes. To address this, the Singapore Network Information Centre Pte Ltd (SGNIC) has issued an industry consultation paper today entitled "Proposed Framework for Resolving Disputes over Internet Domain Names Registered under .sg", to seek industry comments and feedback on the suggested approach.

The proposed framework was developed by SGNIC, together with the Singapore International Arbitration Centre, the Singapore Institute of Arbitrators and the Singapore Mediation Centre. This framework will serve to address and resolve domain name disputes between a ".sg" domain name registrant and any third party.

Although there have been few cases of ".sg" domain name disputes in Singapore, it is still necessary to ensure that any contention over the use of domain names is settled in an efficient and cost effective way. The proposed dispute resolution framework, which addresses, in particular, disputes arising from the use of registered trademarks, is formulated with this objective in mind.

The aim of this consultation exercise is to provide a platform for industry members to share their views on the policy which will put in place, taking into account industry trends and developments.

All views and comments should be submitted in writing to reach SGNIC on or before 12 noon on 17 August 2001. Based on the comments received, SGNIC will make appropriate modifications to the proposed framework. SGNIC targets to release the dispute resolution policy by 4th quarter 2001.
