The Infocomm Development Authority of Singapore (IDA) will issue a Direction to Singapore Telecommunications Limited (SingTel) concerning their proposed Reference Interconnect Offer (RIO) on 31 January 2001. This Direction will require SingTel to make specific modifications to its RIO, after which the RIO will be deemed final and will come into effect immediately.
The RIO submitted by SingTel sets out the prices, terms and conditions for other telecom operators to access its network and is required by the Code of Practice for Competition in the Provision of Telecommunication Services (Telecom Competition Code). This Code issued by the IDA came into effect on 29 September 2000. It ensures fair competition in a competitive environment, safeguard consumer welfare and guide licensees on their interconnection negotiation. Under the Code, dominant licensees designated by IDA are required to submit a proposed RIO to IDA1.
