Following full liberalisation of the telecommunications market in April 2000, the pre-paid International Telephone Card Services market now boasts of more than 30 card providers. However, with the growth in card providers and coupled with free competition, the industry is currently adopting different practices on the terms and conditions, customer service and refund recourse related to pre-paid international telephone card services. As a result, consumers may be unclear about the use of such cards, as well as their rights for recourse.

To encourage the industry to adopt best practices and to help consumers make more informed choices, the Infocomm Development Authority of Singapore (IDA) has today released a consultation paper to gather views from the industry and public on its proposed Voluntary Code of Practice for pre-paid international telephone card services.

The issuance of this consultation paper is part of IDA's ongoing efforts to provide a platform for the industry and public to share their views on changes to be introduced to Singapore's Infocomm policies.

IDA invites views and comments to be submitted in writing, to reach IDA on or before 12 noon, 9 December 2002. IDA will consider the inputs submitted and targets to announce its policy decision by the first quarter of 2003.
