DPM Lee had these messages when he launched the S$1.3billion Second e-Government Action Plan (eGAP II) at an event attended by over 1000 public and private participants. The substantial investment would sharpen Singapore's competitive advantage by upgrading infrastructure, developing capabilities and improving electronic public services.

Two examples demonstrate the changing approach to government. The Online Consultation Portal, launched in April this year, makes giving feedback and airing views easier than before, wherever you are in the world. OASIS (Online Application System for Integrated Services) enables a company to register a business and apply for all required licenses by going to just one website instead of multiple government agencies.DPM Lee concluded, "Ultimately, eGAP II is not about IT, but about changing the approach to Government."
