S$730 Million Worth of Infocomm Tenders in FY07 and SOE Tender for the Public Sector Opens Today
To further transform the public sector, the Government will continue to invest in infocomm and will call S$730 million worth of new infocomm tenders in Financial Year (FY) 20071, over and above the Standard ICT Operating Environment (SOE) tender for the Public Sector that opens today.
This was announced by Mr. Chan Yeng Kit, Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) at the Industry Briefing 2007, “Business Opportunities for Infocomm in the Public Sector”. Attended by more than 700 participants, the annual briefing provides infocomm businesses with an early indication of government procurement plans which allows them to better respond to government tenders.
Mr Chan also shared that the Government has consistently maintained its level of investment in infocomm. In FY06, the Government projected about S$620 million worth of infocomm tenders. As at end of FY06, the total amount of infocomm tenders awarded was in fact S$850 million. This represents 37% (S$230 million) more than what was projected.
Local companies have benefited from the Government’s investment in infocomm. In FY06, they were awarded 63% of total infocomm contracts, while multi-national companies (MNCs) garnered 37%. For contracts worth S$500,000 and less, local companies took the lion’s share of 115 contracts, with 65 awarded to MNCs. Some FY06 projects included IDA’s CyberWatchCentre and SingPass Authentication and Issuance Services; Ministry of Defence’s Human Resource Transformation; and Ministry of Home Affair’s Cargo Screening System.
In FY07 more than 340 tenders will be called. The government agencies who will be calling tenders include IDA, Ministry of Defence (MINDEF), Ministry of Home Affairs (MHA), National Environment Agency (NEA) and Singapore Land Authority (SLA).
SOE Project
The SOE tender for the Public Sector that attracted much industry interest opens today. The estimated value of this tender is no more than S$1.5 billion. SOE project aims to standardise the desktop, messaging and network environment for the public sector. When implemented, it will establish a robust and agile government infocomm infrastructure. In addition, operational efficiency will be enhanced as agencies share a common infrastructure, enabling them to work seamlessly as One Government.
The four consortia that were pre-qualified in the pre-tender qualification stage last year can now submit their proposals to bid for the tender. New companies or consortia that missed the first pre-qualification stage now have a second chance at bidding for the project in the second pre-qualification stage that closes on 21 May 2007. Companies applying for pre-qualification will be evaluated based on criteria such as financial capability; proven delivery track record; and expertise to deliver the SOE.
Other Infocomm Projects in FY07
In an effort to transform key economic sectors like government, tourism, hospitality and retail, the Government plans to use infocomm to develop innovative solutions that will benefit the public. One such project is the Digital Concierge, which represents the Government’s commitment to creating seamless and personalised services for visitors to Singapore. This project will identify Singapore as a place where technology shapes excellent service.
Another innovative project to be called is IDA’s Distributed Computer Forensic Investigation Infrastructure, which aims to enhance the Government’s current incident response and management processes. When fully implemented, the system will allow government agencies to quickly investigate and manage potentially compromised systems from a central location within the Government’s network and take further remedial actions.
Some other key projects to be initiated in FY07 include IDA’s Total Solutions Centre; MINDEF’s Integrated Enterprise Information System for National Service Management; MHA’s Future Responder System and Immigration Facial Screening System (i-FACE); NEA’s development of New Waste Management System; and SLA’s Singapore Title Automated Registration System (STARS21).
At the Industry Briefing, MINDEF announced some of its key projects that would build up new strategic IT capabilities to deliver greater security, operational efficiency and effectiveness. These include developments for Identity and Digital Rights Management and integrated end-to-end IT Support Services for its next generation IT Infrastructure. Its Tri-Service Mobile Equipping project will harness the advantages of mobile solutions to support SAF's logistics operations, while its Integrated Enterprise Information System for National Service Management aims to leverage on business intelligence to provide better and timely decisions on NS matters.
MHA detailed plans to call tenders for two key ICT projects. The Future Responder System for the Singapore Civil Defence Force will track the location of its responders and transmit vital information from incident sites to the Command Post, thus enhancing the outfit’s response to public emergencies. The Immigration Facial Screening System (i-FACE) for the Immigration & Checkpoints Authority is an automated facial recognition system to enhance immigration clearance process for travellers.
In keeping with the advancement of technology, NEA will embark on a number of technology refresh projects. Together with their business counterparts, NEA will review Enforcement, Waste Management and Environmental Protection processes and then redevelop supporting applications using latest technologies. It will also put in place a Common Platform for NEA Applications and upgrade their existing Storage Area Network solution to support these new applications and NEA’s growing IT needs.
SLA highlighted two major projects: STARS21 and Revamp of Lot Base System. The projects aim to refresh the technology currently used by the legacy systems. Through these projects, SLA aims to improve system availability, achieve better integration with its Geographic Information System, and reduce total cost of ownership so as to bring about greater savings.
