ASEAN to review ICT Masterplan at Singapore-hosted 13th ASEAN Telecommunications and Information Technology Ministers Meeting

12 November 2013 - The Association of Southeast Asian Nations (ASEAN) Information and Communications Technology (ICT) Masterplan (AIM2015) will be reviewed at the 13th ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN).

The Association of Southeast Asian Nations (ASEAN) Information and Communications Technology (ICT) Masterplan (AIM2015) will be reviewed at the 13th ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN). Singapore will be hosting the 13th ASEAN TELMIN on 14 and 15 November 2013 at the Raffles City Convention Centre, Singapore.

AIM2015 sets out priority areas for regional cooperation and collaboration in ICT such as policy and regulatory enhancements, infrastructure development and digital inclusion. AIM2015 has now reached a mid-term milestone, and member states will take stock of AIM2015’s implementation and achievements since its launch in 2011.

TELMIN is ASEAN’s main platform to discuss and enhance regional cooperation on ICT. The inaugural TELMIN was hosted by Malaysia in 2001 and ASEAN countries have taken turns to host this event every year. Singapore last hosted the 3rd TELMIN in September 2003. This year, the Singapore delegation will be helmed by 13th TELMIN host and incoming TELMIN Chairperson, Minister for Communications and Information Dr Yaacob Ibrahim.  Themed Connecting Communities, Co-Creating Possibilities, this year’s TELMIN aims to further harness ICT as a powerful enabler to achieve social and economic integration of ASEAN communities. Expected discussion areas include people engagement, empowerment, innovation, infrastructure development, human capital development and digital inclusion efforts.

ASEAN's Dialogue Partners including Japan, the Republic of Korea and the People’s Republic of China, as well as the International Telecommunication Union (ITU) will attend this year's meeting to explore collaboration opportunities with ASEAN.

Singapore Prime Minister Lee Hsien Loong will officially open the 13th TELMIN on 14 November.  The evening of 14 November will also see ASEAN recognise its best in ICT innovation.  The second ASEAN ICT Awards 2013 Ceremony will be held concurrently with the TELMIN Gala Dinner at Gardens by the Bay to recognize innovative products and services in ASEAN across six categories namely: Public Sector, Private Sector, Digital Content, Corporate Social Responsibility, Start-up, and Research and Development.  The Awards are one of the key milestones of AIM2015. From more than 80 submissions, 18 finalists have been shortlisted.  This year’s finalists come from Brunei, Indonesia, Lao PDR, Malaysia, Thailand and Singapore. The winners will be announced during the TELMIN Gala Dinner and ASEAN ICT Awards 2013 (see Annex (263.36KB) for a list of the finalists and their projects).

Singapore will issue the Singapore Declaration on 15 November to highlight the key areas that ASEAN would be committing to work upon as the 13th ASEAN TELMIN concludes on the same day.

This year’s TELMIN is organised by the Ministry of Communications and Information (MCI) and its statutory board - the Infocomm Development Authority of Singapore (IDA).
