Proposed Changes to Internal Wiring Framework to Ensure Better Quality of Work
IDA seeks public feedback for its proposed revisions to the Internal Wiring (IW) Framework.
The Infocomm Development Authority (IDA) is seeking views through a public consultation on proposed changes to the IW Framework, which currently regulates the standards, deployment and installation of telephone lines. The proposed changes include expanding the framework to the installation of other types of cables, such as coaxial cables1, the Nationwide Broadband Network’s (NBN) optical fibre cables2, and structured cabling3.
These changes take into account today’s context of homes and offices having different types of telecommunications cables, aside from the telephone lines which are made of twisted-pair copper cables. The proposed changes aim to ensure the proper installation of the various types of cables in homes and offices through trained and qualified contractors.
Some of the key proposed changes include:
(i) Expanding the scope of the IW Framework to include installation/deployment of coaxial, optical fibre, and structured cabling; and
(ii) Mandatory licensing for IW workers who have to be certified through relevant courses approved by IDA, or possess the necessary certification from the Public Telecommunications Licensees (PTLs).
Under the proposed changes, licensed IW workers will have to meet the standards set for internal wiring works. End users will be able to go to IDA’s website to look for licensed IW workers to install or expand the cabling within their premises. With the proposed changes, end-users can contact IDA on any issue regarding the quality of the works done. This allows IDA to investigate complaints on the four types of internal wiring works, and require defaulting contractors to rectify the defects.
