The Minister for Communications and Information has appointed Mr Chan Yeng Kit, Permanent Secretary (Defence), as Chairman of the IDA Board. His appointment will take effect from 1 December 2015. Mr Chan succeeds Ms Yong Ying-I, who steps down as Chairman of the IDA after eight years. Please see Annex A (169.65KB) for a write up on Mr Chan.Ms Yong, who is also the Permanent Secretary (Public Service Division), was the founding CEO of IDA in 1999, spearheading the merger of the National Computer Board and the Telecommunication Authority of Singapore to form IDA. Ms Yong also led IDA to achieve milestones such as the full liberalisation of Singapore's telecommunications market in 2000; and launch of the Infocomm 21 Masterplan, laying the foundation for the growth of Singapore as a dynamic global infocomm capital.
After her stint as founding CEO in 2001, Ms Yong continued to provide strong leadership to IDA, first as Deputy Chairman from 2003 to 2007, and then as Chairman from 2007. Under her chairmanship, IDA has worked towards advancing Singapore's Intelligent Nation 2015 (iN2015) Masterplan to build up an ultra-high speed, pervasive, intelligent and trusted ICT infrastructure, as well as a vibrant ICT ecosystem with a ready pool of tech talent. This has provided a solid foundation in helping Singapore realise its vision to be the world’s first Smart Nation. The Ministry of Communications and Information (MCI) and IDA would like to thank Ms Yong for her invaluable contributions.
Mr Chan is not new to IDA. Mr Chan was the CEO of IDA from January 2005 to November 2007 and Permanent Secretary (Information, Communications & the Arts) from 2008 to 2012. During his tenure at IDA, Mr Chan led the development of the iN2015 Masterplan, laying down the vision of transforming Singapore into an intelligent nation and global city powered by infocomm. Under his leadership, IDA brought about the development of infrastructure, the promotion of the local infocomm industry and the adoption of greater infocomm in the various government sectors. It was during his term at IDA that the infocomm industry recorded an all-time high growth, with total revenue reaching S$45.4 billion in 2006.
In addition, three new members have been appointed to serve on the IDA Board for a two-year term from 1 December 2015. They are:
