Introduction
I would like to welcome all of you to the iLIUP Recognition Night, and thank you for taking time off from your busy schedule to be here today.
This evening is for IDA to express our appreciation to the iLIUP partners who have given their continuous support and commitment in mentoring our Singapore enterprises in their various stages of growth. At the same time, we would also like to thank our Singapore enterprises who have participated in this programme, and worked with your MNC partners to make your businesses, and correspondingly the programme, a success. I hope all of you would continue to support each other so as to develop the Singapore Infocomm Industry as a whole.
Overview of iLIUP
The infocomm Local Industry Upgrading Programme (iLIUP) has its origin in 1995 when EDB extended its LIUP to the Information Technology sector. It was known as IT LIUP under the then National Computer Board (NCB). With the formation of IDA in December 1999, IT LIUP was expanded its scope to include both the IT and communications sectors, and renamed Infocomm LIUP (iLIUP).
Since it's inception, iLIUP's aims have been to accelerate the growth of a vibrant infocomm industry by building new capabilities needed by growth segments through cultivating stronger ties and collaborations between Singapore enterprises and multinational corporations (MNCs).
The underlying principle for iLIUP involves identifying a win-win partnership for all players, thereby resulting in upgrading the capabilities of the Singapore infocomm industry. MNCs must be able to see that their investment in developing the capabilities of local business partners results in more business for them. Singapore enterprises, on the other hand, will see that the relationship with the MNC brings new markets, new technological capabilities and introductions to the MNC's network of business partners.
Since 1995, more than 120 Singapore enterprises have benefited from this programme, and over 60 products have been developed through the iLIUP partnerships.
Future Directions for iLIUP
Moving ahead, we are now expanding the current emphasis on software product development to include the ability to "go-to-market". Specifically, we hope to encourage our MNC partners to tap on their extensive networks so as to bring more of their Singapore partners to the overseas markets.
We have also expanded the areas of focus for iLIUP to cover IT Services and emerging technologies such as XML Web Services as well as Speech and Language technologies. Through this expansion, we hope that more Singapore enterprises will benefit from iLIUP particularly in the access to cutting edge technologies.
Conclusion
