Ladies and gentlemen,

1. A very good morning to everyone. It gives me great pleasure to be here today for the official inauguration of ILOG's BRMS Centre of Excellence.

2. This Centre has been set up to bring BRMS technology readily available to local software developers and system integrators.

3. It will provide the much-needed training, testing, modeling and showcasing of innovative BRMS solutions and best practices to accelerate the pace of adoption.

4. In today's competitive business environment, time is money and having a quick turnaround of business policy changes is vital. The development and adoption of technological products and solutions among businesses can be the differentiating factor between market winners and losers. Local companies would therefore do well to consider BRMS solutions if they wished to gain a winning edge over competitors.

5. Similarly, it is important for local software developers and system integrators to develop and build capabilities in innovative BRMS solutions that is exportable to the regional and international markets, and tap into this growing market worth some US$279 million by 2008.

6. The collaboration is off to a good start, with the first pilot project to be developed by a Singapore solutions provider, e-TREK. The project will incorporate BRMS in the development of a seamless straight-through-processing solution, and facilitate insurance claims between insurance companies and healthcare service providers.

7. In this instance, BRMS will complement web services to provide uninterrupted information exchange and transactions, even with frequent changes to rules and policies. This will enable business rules to be updated rapidly, while bringing greater convenience to patients as insurance claims can be processed faster. This solution will soon be deployed at Alexandra Hospital, to create a hassle-free hospital for patients.

8. Singapore was recently ranked as the world's most successful economy in exploiting infocomm developments. This latest accolade was conferred by the World Economic Forum in its Global Information Technology Report 2004-2005. This collaboration with ILOG further strengthens Singapore's position as an ideal digital living lab for the development and test-bedding of emerging infocomm technologies.

9. In closing, I am very pleased with the opening of the BRMS Centre of Excellence in Singapore. I would encourage software developers and businesses alike to explore, learn and profit from this initiative.
