The Ministry of Information, Communications and the Arts ("MICA") is seeking public feedback on the details of the proposed national Do-Not-Call ("DNC") Registry for Singapore.

The proposed DNC registry aims to provide individuals a simple and effective way of opting out of unsolicited marketing telephone calls, SMS/MMS and fax messages by registering their phone numbers with the registry. Organisations will be required by law to check the registry to ensure that they do not make marketing calls or send messages to the numbers registered. The Data Protection Commission ("DPC") will oversee the national DNC registry. The proposed registry seeks to protect consumers from unsolicited marketing messages while enabling telemarketers to benefit by effectively targeting genuine groups of consumers and preserving telemarketing as a credible marketing medium.

MICA would like to seek your views on the proposed DNC registry, including the types of messages, organisations and phone numbers it would cover, exceptions, method of registration, how organisations should check their lists with the DNC registry, and the penalty and enforcement regime for organisations in breach of the DNC requirements. More details of the proposed DNC registry are available on MICA's online consultation website located at www.mci.gov.sg.
