IDA's Directed Amendments to NetLink Trust's Proposed Modifications to the Draft Revised ICO
On 18 June 2015, IDA further directed NetLink Trust to incorporate specific drafting language ("Directed Amendments") in its proposed modifications to its Interconnection Offer ("ICO"). The revised ICO, incorporating the Directed Amendments, has been approved by IDA and will take effect from 25 June 2015 ("Approved ICO"). NetLink Trust will be required to adhere to the implementation timelines as set out in the Further Direction to implement the Approved ICO.
Separately, IDA had completed the review of NetLink Trust's reconsideration request and issued the decision on the reconsideration request on 8 May 2015.

Further Proposed Modifications to NetLink Trust’s Draft Revised ICO
Pursuant to IDA's Direction dated 10 December 2014, NetLink Trust had submitted to IDA its further proposed modifications to the Draft Revised ICO on 23 January 2015. IDA is currently reviewing NetLink Trust’s further proposed modifications to the Draft Revised ICO.

Separately, NetLink Trust has submitted a request to IDA, on 24 December 2014, to reconsider IDA's Direction in regard to limiting the timeframe for which NetLink Trust could claim exemption from the applicable Service Level Guarantees for delays attributed to developers/ owners/ MCSTs of buildings. IDA is currently reviewing the reconsideration request.

NetLink Trust has requested an extension of the deadline to submit its response to IDA's Directed Modifications to the NetLink Trust's Draft Revised ICO. IDA has considered NetLink Trust’s extension request and will extend the deadline for NetLink Trust to submit its Further Proposed Modifications to its ICO to IDA to 23 January 2015.

Directed Modifications to NetLink Trust's Draft Revised ICO
Following the industry consultation on CityNet Infrastructure Management Pte Ltd's (as Trustee-Manager of the NetLink Trust) (the “NetLink Trust”) Draft Revised ICO, IDA has directed NetLink Trust to modify particular provisions of its Draft Revised ICO. NetLink Trust will have to submit to IDA a revised proposed ICO that incorporates the IDA directed modifications by 9 January 2015.

In view of requests from the industry for more time to submit their views, IDA has extended the deadline for the submission of this consultation till 12 noon, 21 July 2014.

IDA has been engaging OpenNet Pte Ltd ("OpenNet") on various measures that OpenNet could consider putting in place to improve its Quality of Service ("QoS") performance for OpenNet's provisioning of Residential and Non-Residential End-User Connection Services. As part of its rectification measures to improve its QoS, OpenNet has proposed a number of initiatives to reduce the delays and improve on service provisioning standards. OpenNet has also proposed additional changes to its Interconnection Offer ("ICO") to address other operational issues. OpenNet has since submitted the proposed changes to its ICO to incorporate the changes for IDA's approval.
