Third Consultation on Implementation of The Cross-Carriage Measure

23 March 2011

MDA has launched the Third Consultation on the Cross-Carriage Measure ("Measure"). The Third Consultation paper provides MDA's responses to the feedback received from the Second Consultation as well as subsequent discussions with the industry.

In this Third Consultation, MDA is seeking comments on the proposed amendments to the Media Market Conduct Code ("MMCC") to facilitate implementation of the Measure by June 2011. MDA is also seeking views on whether the "mandated open platform access" rule could be adopted to complement the Measure.

MDA welcomes interested parties to provide feedback to the Third Consultation on the Measure by 19 April 2011.

Extension of Consultation Process

In consideration of some industry players' requests for more time to provide feedback to the "Consultation on Preliminary Policy Positions for the Cross Carriage Measure in the Pay TV Market", the Media Development Authority of Singapore ("MDA") has extended the consultation till 5 October 2010, 12 noon, Singapore time, one week after the original deadline of 28 September 2010.

The MDA welcomes the submission of any views you may have in accordance with paragraphs 4.3 to 4.6 of the Consultation Paper.

The Media Development Authority ("MDA") has launched a public consultation on its preliminary policy positions on the cross-carriage measure ("Measure"), which was first announced on 12 March 2010. The preliminary policy positions document outlines MDA's view on the Measure after having carefully considered the feedback from the first industry consultation which ran from 12 March to 6 May 2010.
