The Telecommunication Authority of Singapore (TAS) has received three pre-qualification tender submissions for the Public Basic Telecommunication Services (PBTS) licence(s) tender which closed today. These submissions were in response to TAS' 1st March 1997 public tender notice inviting interested parties to participate in the pre-qualification tender. The list of tenderers which have submitted proposals is given in Annex 1.

In the pre-qualification stage, clearly unsuitable tenderers will be disqualified so as to minimise wastage of resources for tenderers, since substantial efforts and costs will be involved in preparing the main tender submissions. TAS' approach is to shortlist tenderers who satisfy the set of pre-qualification tender evaluation criteria as stated in the pre-qualification tender document. TAS will pre-qualify tenderers based on the following four broad tender criteria:

i) tenderer's vision for the telecommunication industry in Singapore;

ii) organisational and financial strengths of the tenderer;

iii) tenderer's proposed competition strategies for provision of services; and

iv) tenderer's network and technical plans.

The list of pre-qualified tenderers will be announced by September 1997, following which, they will be given five months to prepare their main tender submissions with detailed technical and commercial proposals on how they intend to roll-out and provide services in Singapore.

TAS expects to announce the successful licensee(s) by mid 1998 so that they will have at least 20 months lead time to build, roll-out and test their networks for the commencement of commercial services on 1 April 2000.
