IDA has approved a plan by StarHub to fulfil its local access network obligation through a merger with Singapore Cable Vision (SCV). This will bring about a second complete nation-wide telecommunications network that will reach all homes in Singapore.
StarHub has a licence obligation to rollout a local access network in the residential area, as part of its nation-wide network. As StarHub had earlier informed IDA that it was interested in using SCV's island-wide residential network to fulfil its obligation, IDA gave StarHub two options:
Option A: StarHub could build, construct and lay its own local access network in the residential area; or
Option B: StarHub could effect the rollout through alternative means acceptable to IDA.
StarHub informed IDA in September 2000 that its preferred means of fulfilling its licence obligation was Option B, via a commercial tie up with SCV, delivering the local access network and services by using the complementary infrastructure of the two companies.
IDA agreed to consider StarHub's proposed merger with SCV because this would achieve the objective of a second nation-wide network, while capitalising on the existing infrastructure of cable to every home which SCV had already laid.
StarHub informed IDA on 13 June 2001 that the shareholders of StarHub and SCV have reached agreement to merge, and sought IDA's approval for StarHub's application to fulfil its licence obligation to rollout a local access network in the residential area through the merger option. IDA has approved StarHub's application.
