The Infocomm Development Authority of Singapore (IDA) has released an industry consultation paper today, entitled "Proposed Amendments to SingTel's RIO". The paper seeks to gather feedback on the amendments to be made to the Singapore Telecommunications Limited's (SingTel) Reference Interconnection Offer (RIO)1, to offer connection services at submarine cable landing stations in Singapore.

The IDA has designated Connection Services2 as an unbundled network service3 (UNS) under the Telecom Competition Code. This is in the interest of facilitating competitive entry in the international capacity market, in particular for self-provision of backhaul facilities in Singapore.

All views and comments should be submitted in writing to reach IDA on or before 5 pm, 4 June 2002. Based on the comments received, IDA will consider incorporating the appropriate modifications to the proposed amendments made to the RIO.

Notes to the Editor :

1 The RIO sets out the prices, terms and conditions for other telecom licensees to access SingTel's network. This is required under the Code of Practice for Competition in the Provision of Telecommunication Services (Telecom Competition Code). The RIO aims to facilitate rapid adoption of reasonable interconnection agreements and reduce the timeframe for interconnection negotiations between SingTel and other telecom licensees.

2 Connection Services are currently being offered as a wholesale tariff by SingTel.

3 Under the Telecom Competition Code, Unbundled Network Service refers to services that are either not economically feasible or rationally for a Licensee to replicate.
