The Infocomm Development Authority of Singapore (IDA) has today released a consultation paper. This paper seeks to gather feedback from the industry and public on the proposed change to the charging method for mobile phone services in Singapore, from Mobile-Party-Pay (MPP)1 to Calling-Party-Pay (CPP)2.
This feedback will help IDA to assess and determine the impact of a possible change in charging method between operators for calls from/to mobile and fixed-line customers. Taking into consideration the proliferation of wireless data services over 2.5G and 3G mobile communications systems, IDA will also like to gather industry and public views of the impact on wireless data service usage if a MPP method continues.
The issuance of this consultation paper is part of IDA's on-going efforts to provide a platform for the industry and public to share their views on changes to be introduced to Singapore's infocomm policies, taking into account market industry trends and developments. IDA intends to also conduct a consumer survey in the first quarter of 2002 to seek consumers' feedback on the proposed charging method for mobile phone services.
All views and comments should be submitted in writing, and to reach IDA on or before 1 March 2002, 5:00pm. IDA will consider the inputs submitted and make its policy decision thereafter. IDA targets to announce its policy decision by second quarter of 2002.

1 Mobile-Party-Pay (MPP) refers to the retail charging method, where the mobile phone subscriber pays for both incoming calls made to, and outgoing calls made from, the subscriber's mobile phone. The MPP is the current retail charging method for mobile phone services in Singapore.
2 Calling-Party-Pay (CPP) refers to the retail charging method, where the mobile phone subscriber would only pay for calls made and not for calls received.
