The Infocomm Development Authority of Singapore (IDA) issued today a public consultation paper on Singapore Telecommunications Limited's (SingTel) proposed amendments to its Reference Interconnection Offer1 (RIO), for the provision of wholesale Local Leased Circuits (LLCs).
This follows Minister's recent determination2 to uphold IDA's decision regarding SingTel's LLC services, with some variations. In December 2003, IDA decided to designate SingTel's LLC services as a wholesale service, and to allow co-location at SingTel's exchange buildings to access LLC tail-circuits. In compliance with IDA's Direction on 5 July 2004, SingTel has submitted proposed amendments to its RIO, including detailed prices, terms and conditions for its wholesale LLC services.
IDA invites public and industry comments on SingTel's proposed amendments. This consultation exercise provides industry players with an opportunity to comment on the proposed amendments before IDA completes its review of SingTel's RIO. This is useful for the industry, since SingTel's RIO will set out the terms, conditions and operational processes for obtaining wholesale LLC services.
All views and comments should be submitted in writing to reach IDA not later than 12 noon, Singapore time, 11 August 2004. Based on the comments received, IDA will consider incorporating appropriate modifications to SingTel's proposed RIO amendments. IDA targets to put in effect the revised RIO as soon as possible, in order to expedite lowering of market entry barriers, encourage telecom licensees to build infrastructure, and bring about lower telecom costs to businesses and end-users in Singapore.

1The Reference Interconnection Offer (RIO) sets out IDA-approved prices, terms and conditions for other telecom licensees to access SingTel's network. The RIO aims to facilitate the adoption of reasonable interconnection agreements and reduce the timeframe for interconnection negotiations between SingTel and other telecom licensees. The RIO includes Unbundled Network Elements such as local loops and Essential Support Facilities such as co-location space in SingTel's exchanges.
2SingTel submitted an appeal against IDA's decision to the Minister for Information, Communications and the Arts on 31 December 2003. On 2 July 2004, Minister determined that SingTel is to comply with IDA's decision, except for some variations to the timeframe for wholesale LLC prices.
