Inaugural Kuwait-Singapore Senior Executive Leadership Roundtable Kicks-Off

Senior Kuwaiti officials are in Singapore to attend the inaugural Kuwait-Singapore Senior Executive Leadership Roundtable. This four-day Roundtable, starting today, brings together senior officials from both countries to promote dialogue on e-Government issues and exchange experience in implementing e-Government in the respective countries.

Senior Kuwaiti officials are in Singapore to attend the inaugural Kuwait-Singapore Senior Executive Leadership Roundtable. This four-day Roundtable, starting today, brings together senior officials from both countries to promote dialogue on e-Government issues and exchange experience in implementing e-Government in the respective countries.

The Roundtable participants will discuss topics such as "Leadership in the Public Sector", "Reinventing Government", and "Formulating e-Government Policies". Speaking at the opening session of the Roundtable, Mr Peter Ho, Head of Civil Service said, "The digital world presents great potential that allows the government to achieve what was previously inconceivable. Kuwait and Singapore have both recognised the challenges ahead of their public sector in this digital age. We found it beneficial to learn from one another’s experience in reinventing themselves. I am confident that the discussions will benefit all of us as leaders and give us new insights in administering our public sector."

The Roundtable, organised by the Singapore e-Government Leadership Centre (eGL) and the Infocomm Development Authority of Singapore (IDA), is an initiative under the second Memorandum of Understanding (MOU)1 signed between Kuwait and Singapore on e-Government Co-operation. This will mark another milestone in the deepening of bilateral ties between Singapore and Kuwait.

The Kuwaiti delegation includes five Undersecretaries2 from the various Ministries and the Director-General of the Central Agency for IT. In addition to the closed-door discussions, the delegation will visit several government agencies to see e-Government in action. The delegation list is in Annex A (15.25KB).

1 The first MOU was signed on 15 Sep 2004, under which the Infocomm Development Authority of Singapore had developed an Implementation Blueprint for the establishment of a new IT Entity and an e-Government Blueprint for the State of Kuwait. Under the second MOU, signed on 13 September 2005, Singapore will serve as an Advisor to Kuwait on Information Technology and e-Government matters. Kuwait and Singapore will also work together to select suitable private sector suppliers to implement projects identified under the e-Government Blueprint. To-date, IDA has assisted the Kuwait Central Agency for IT in the preparation of Request-For-Proposal (RFP) for 2 projects in Kuwait.

2 Director-Generals and Undersecretaries are the highest-ranking civil servants in the Kuwaiti Ministry or Agency. They are equivalent to Permanent Secretaries in the Singapore Civil Service.
