Distinguished guests, ladies and gentlemen,

May I take this opportunity to thank the Singapore Infocomm Technology Federation (SiTF) for coming together with the Infocomm Development Authority of Singapore (IDA) to create this Singapore Solutions Centre here in Shanghai.

I also would like to thank the Shanghai Municipal Government for their strong support that helped bring about this project. I recall that in Nov 2002, the Shanghai Informatization Office (SIO) and IDA signed a Memorandum of Understanding to accelerate bilateral collaborations and information exchanges in all areas of IT between Shanghai and Singapore. The formation of the Singapore Solutions Centre here is one step forward in this bilateral co-operation.

The Singapore Solutions Centre will be a one-stop platform to showcase the best of "Made-In-Singapore" solutions. It will provide opportunities for Chinese enterprises to get to know suitable Singapore partners so that they can jointly search for mutually beneficial businesses. Such co-operation between Chinese and Singapore companies can take place here in China, in Singapore and indeed in any other parts of the world so long as the market potential exists. IDA will also have a set-up here to better assist Chinese and Singapore enterprises.

As of today, 19 Singapore companies are participating in this new venture, led by 4 cluster leaders, namely, NCS, IPACS e-Solutions, Stratech Systems and Singapore Computer Systems. Each cluster leader specializes in solutions for key vertical sectors such as financial services, logistics, transport and healthcare. Each cluster leader works with several Singapore partners so that they can offer integrated solutions and services to their clients.

These 4 cluster leaders are not new to China. Singapore Computer Systems had provided integrated hospital information systems to the Shanghai Ren Ji Hospital and soon, for Tong Ren's new hospital wing in Yi Zhuang, Beijing as well.

Stratech Systems has helped to develop an Urban Transport Policy and Planning White Paper for the Shanghai Municipal Government. Recently, Stratech also demonstrated their next generation gantry-less Electronic Road Pricing system 'live' in Shanghai city, which successfully addressed some of the limitations under the existing systems.

NCS, has been active in China's banking and finance industry since 1990 and has presence in Beijing, Shanghai, Fuzhou, Chengdu, Guangzhou, Wuhan and Shenyang. Their customers include China Construction Bank, Agricultural Bank of China, HuaXia Bank, Bank of Communication, CITIC Industrial Bank and the China Everbright Bank.

IPACS e-Solutions has developed and is implementing IT systems with several Chinese logistics companies such as EAS, ADP, Shanghai Rainbow Logistics and ST ANDA Logistics.

The Singapore Solutions Centre will also showcase innovative Made-In-Singapore infocomm products from companies such as Creative Technology, AXS Infocomm and ST LogiTrack. You can have a hands-on demonstration of Singapore's very own RFID-based Electronic Library Management System, our broadband-enabled kiosk providing Electronic Service Delivery Network and get to experience some portable digital entertainment for the PC platform.

With this short preview of what is available in the Centre, I would now like to extend a warm invitation to all present here for a tour of the Centre.
