The Infocomm Development Authority of Singapore (IDA) had earlier released two consultation papers on 17 April 2000 on the "Code of Practice for Competition in the Provision of Telecommunications Services" and "Interconnection and Access in a Fully Liberalised and Convergent Environment". A public forum was subsequently held on 15 May 2000 where presentations were made by IDA's consultants and representatives from the industry, followed by discussion on the proposed Code and the Interconnection and Access regulatory framework. Due to the complexity of the issues, IDA had extended the original deadline for the submission of comments on the consultation papers from 22 May 2000 to 5 June 2000, to provide more time for preparation of responses.

At the close of the deadline for submission, a total of fourteen responses were received. The consultation papers as well as the responses received can be found under the "Policy & Regulation" section.

IDA will review the proposed Code, taking into consideration the comments received and issues raised at the forum. IDA anticipates that a revised draft of the Code will be issued by 30 June 2000 for a second round of consultation. All written comments should be submitted to IDA by noon, 14 July 2000. Based on the comments received, IDA is likely to release the final draft of the Code by August / September 2000.
