The Singapore Government will call S$1.14 billion worth of new infocomm tenders in Financial Year (FY) 20081. This will further increase infocomm adoption in the public sector to better meet the growing expectations of businesses and citizens in an ever-changing infocomm landscape.
This was announced today by RADM(NS) Ronnie Tay, Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) at the “Industry Briefing 2008: Business Opportunities for Infocomm in the Public Sector”. Attended by more than 700 participants, the annual briefing provides infocomm businesses with an early indication of government procurement plans which allows them to better respond to government tenders.
RADM(NS) Ronnie Tay shared that infocomm remains an important part of the Singapore economy, and the consistent level of infocomm investment made annually by the Government is testimony to its importance. In addition, the ability to leverage infocomm technology is increasingly being recognised internationally as a key factor in a nation’s growth and development. As such, the Government will continue to work with the industry to find new and innovative ways to use infocomm technology to improve the delivery of government services, strengthen infocomm infrastructure as well as encourage citizens and businesses to adopt an infocomm-enabled lifestyle.
In FY07, the Government projected S$730 million worth of new infocomm tenders. At the end of financial year, a total of $2.12 billion worth of infocomm projects was awarded. Some of these projects include the S$1.3 billion Standard ICT Operating Environment (SOEasy) for the public sector; the Supply of Integrated IT Support and Services by Ministry of Defence (MINDEF); the Forward Command Post by Ministry of Home Affairs’ (MHA); Corporate Resources System by National Library Board (NLB); and the Data Hub and HPB Health InfoHub by Ministry of Health (MOH).
Local companies have benefited from the Government’s investment in infocomm where, excluding SOEasy, they were awarded a total of 64% of infocomm contracts, while multi-national companies garnered 36%.
New Infocomm Projects in FY08
In this FY, infocomm companies can look forward to more than 390 new infocomm tenders with a total projected worth of S$1.14 billion to be called. Some of these projects include Singapore’s Next Generation National Broadband Network (Next Gen NBN) Operating Company RFP and the development of the second Government Data Centre. A tender will also be called for enhancements to www.gov.sg, the Government’s one-stop portal.
Other key projects by other government agencies include Data Centre Leasing for Tax Administration System from Inland Revenue Authority of Singapore; Command & Control System from the Singapore Civil Defence Force (SCDF); disaster recover infrastructure from Defence Science & Technology Agency (DSTA); and Identity Management System from MINDEF.
MINDEF presented a few of the key projects that would extend the enterprise information capabilities to bring about better operational effectiveness and efficiency. Besides the Identity Management System, the other projects include the Gap-Fit analysis, which seeks to enhance the training management capability for the SAF, and the development of an Employee Customer Relationship Management system to facilitate quicker and a more holistic way of managing queries and feedback from employees.
One of the key infocomm investments that DSTA shared at the event was the implementation of a disaster recovery infrastructure. DSTA will put in place an alternate IT disaster recovery site as part of its business continuity master plan. The IT disaster recovery site, equipped with a suite of cost-effective technologies, will ensure the continued operations of DSTA's core business functions in the event of disruptive incidents. Other projects mentioned include a pilot programme that enables the digital signing of contracts and a study on the next-generation enterprise resource planning (ERP) system.
Two of the key infocomm projects from MHA are the Command & Control System for the Singapore Civil Defence Force (SCDF) and The Biometric Identification of Motorbikers 2 (BIKES 2) for the Immigration & Checkpoints Authority (ICA). The Command & Control System is the next generation Command and Control system to be deployed in SCDF 995 Control Centre for incident management and despatching of resources. The system will enhance SCDF's capabilities in managing daily operations and responding to civil emergencies. The Biometric Identification of Motorbikers 2 (BIKES 2) project will produce an automated immigration clearance system leveraging on biometric and human identification technologies for motorcycles with pillion riders.
