Welcome Speech By Ms Tham Ai Chyn, Assistant Chief Executive Officer, Infocomm Development Authority of Singapore At the IDA Distinguished Infocomm Speaker Series - "China Goes Global: Implications for the IT Industry in Asia, U.S and the World" By John Chen, Chairman, CEO and President, Sybase Inc, 6 September 2006, The Fullerton Hotel.

Distinguished Guests,
Ladies and Gentlemen,

1. A very good morning and welcome to the IDA - Sybase Distinguished Infocomm Speaker Series, featuring Mr John Chen, Chairman, CEO and President of Sybase Incorporated.

2. On behalf of the infocomm industry in Singapore, I would like to extend a warm welcome to John. IDA is delighted to have John share his insights under our IDA Distinguished Infocomm Speaker Series.

3. John comes with a list of credentials as an expert on global business and international trade. He has been actively involved in international relations, particularly between the United States and China. He was among the first American business executives to argue in favor of permanent normal trade relations with China. The U.S. President, Mr George W. Bush, also appointed John last year to serve as a member of the President's Export Council to provide advice and recommendations to the U.S. government on export and international trade policies.

4. Closer to home, Sybase has also been a good of friend of Singapore and IDA. As a partner of IDA's Infocomm Local Industry Upgrading Programme (iLIUP), Sybase has been active in helping our local infocomm companies and professionals create value and develop new capabilities. Sybase is also investing in Singapore as a strategic location in Asia for wireless technology solutioning and R&D. It set up a Wireless Solution Centre in Singapore last year, and is now also setting up a Wireless Development Centre to conduct R&D for wireless technologies here in Singapore.

5. John will be sharing later his perspectives on the challenges and opportunities that China's globalisation and rise to a knowledge-based economy will create for the IT industry in Singapore, Asia and the world.

6. Having spent some time of my career leading one of Singapore's leading infocomm companies in China, the opportunities in China does come with its fair share of challenges. However, China's rapid development in e-government, transport, logistics, and healthcare, fits very well with what Singapore infocomm companies have to offer. With our strong ICT competencies and proven track records, I believe these industry domains will give us the competitive edge when we work with our Chinese partners to deploy innovative IT solutions to meet the growing needs of the Chinese market.

7. I hope you will be able to pick up a few tips from John today and be inspired by him to venture beyond Singapore's shores. With an international trade expert in the house, do feel free to ask John any questions you may have on the challenges and opportunities in China.

8. On this note, Ladies and Gentlemen, it gives me great pleasure to welcome Mr John Chen!
