Introduction of Daily Rated Licence

The Films and Publications Department (FPD) will introduce a daily-rated licence for video businesses to distribute videos from 15 June 2001. This is another initiative by the department to better facilitate the smaller video operators.

Under the new daily-rated licence scheme, the licence fee payable for each outlet is $6 per day. The security deposit for each outlet is $5,000. For application of four or more outlets made simultaneously for the same business period, the security deposit is capped at $20,000.

The existing monthly Temporary Video Distribution Licence continues to cater to video operators who require a longer period of licence. The licence fee and security deposit for this scheme remains at $125 and $5,000 respectively. The security deposit is capped at $20,000, if an application is made simultaneously for four or more outlets for the same business period.

Applicants for the above temporary (daily or monthly) video distribution licences must be a registered business with the Registry of Companies &Businesses (RCB), including sole proprietorship/partnership, or an existing video company licensed with the Films and Publications Department.

Under the Films Act, a licence is required to distribute videos in Singapore. Operating an unlicensed video business is an offence and it carries a fine of not less than $10,000 but not more than $40,000 and/or imprisonment not exceeding 12 months.
