1. Minister for Digital Development and Information, Mrs Josephine Teo, today announced efforts to build an Artificial Intelligence (AI)-fluent workforce to support Singapore’s growing digital economy. This includes looking at upskilling tech workers and equipping non-tech workers in horizontal occupations with essential AI capabilities and knowledge to boost productivity. This broad-based approach aims to create a future-ready workforce capable of leveraging AI effectively across different job functions and industries.

As shared by Prime Minister and Minister for Finance, Mr Lawrence Wong in his National Day Rally 2025 speech, Singapore is entering a new era powered by AI, which is transforming the way people live, work and do business1. Singapore’s approach is to keep people at the centre of this transformation. By working closely with unions and industry partners to reskill and empower workers, Singapore is ensuring that AI does not replace jobs, but creates better, safer and more rewarding jobs. This people-first strategy will secure future-ready jobs and keep Singapore competitive in the AI-driven economy.
Growing AI Adoption and Benefits Reaped by Singapore Employees
3. Nearly two years into the National AI Strategy (NAIS) 2.0, more workers are now using AI to work better. This is evident from a pulse survey2 conducted for IMDA’s annual Singapore Digital Economy (SGDE) report – full report to be published in October 2025. Among the workers surveyed, three in four are regularly using AI tools. Of these, 85% said AI makes them more efficient through saving time, boosting productivity, and improving work quality. In another pulse survey3 with employers , more than two-thirds of companies already using AI plan to prioritise the training and upskilling of their existing workforce.
Uplifting the Broader Workforce to be AI-Fluent
4. With this momentum, the Infocomm Media Development Authority (IMDA) will work with companies to provide both tech and non-tech workers with training to use AI tools to boost productivity. This will give employees practical, hands-on experience in applying AI to their daily work. IMDA, through TechSkills Accelerator (TeSA), will work with professional bodies to upskill non-tech professionals in becoming fluent users of AI in their occupations like accounting and marketing, so they can transform key workflows with AI. By building competencies, the efforts seek to raise productivity and free up bandwidth for workers to focus on higher value tasks and complex decision-making that require human judgement and expertise. IMDA will also accelerate TeSA efforts to enable tech workers to remain relevant and harness the potential of AI, so that they can be uplifted to work across the software value chain.
More Job and Training Opportunities for Tech Workforce
5. Since 2016, TeSA has placed more than 21,000 locals into tech jobs. IMDA will continue these efforts through initiatives like the AWS Career Launchpad with Trainocate, which aims to provide fresh graduates and mid-careerists with job and training opportunities in growth domains, including AI. As a start, 100 individuals will undergo a structured six to 12 months programme where they will acquire AWS-certifiable skills and gain hands-on experience through projects from AWS Partner Network (APN) companies.
6. AWS certifications attained through this programme can also be used to gain academic recognition. Under Singapore Institute of Technology’s (SIT) Competency-based Stackable Micro-credential (CSM) Pathway, individuals may receive credit or exemptions for existing skills and knowledge. This empowers them to master in-demand competencies, offering them the flexibility to stack earned micro-credentials towards a Bachelor’s degree, while ensuring that their skills are aligned with the needs of Singapore’s employers.
Building a Cloud-Ready Workforce to Support AI Ambitions
7. To accelerate Singapore’s ambition for a future-ready workforce in AI, a base of tech workers with skills and knowledge of AI-adjacent domains such as cloud is also critical, as it would enable adoption of AI at scale. Since 2016, IMDA’s TeSA has upskilled more than 340,000 individuals in relevant tech skills, including cloud, and we are expanding these efforts by partnering with SCS and SSG for the launch of the Skills Pathway for Cloud. This initiative aims to develop professionals in cloud capabilities and provide a structured route for individuals to attain industry-recognised certifications that will enhance their career prospects.
8. Minister for Digital Development and Information, Mrs Josephine Teo, officially announced the efforts above at the Tech3Forum 2025 held at The Ritz Carlton, Millenia Singapore. She also unveiled the fourth edition of the Singapore 100 Women in Tech (SG100WIT) list, a flagship initiative under the Singapore Women in Tech (SGWIT) movement. Organised by SCS and supported by IMDA, the SG100WIT list celebrates women who are driving innovation, leading transformative tech projects, and shaping the nation's digital economy.
