The main tender for the Public Basic Telecommunication Services (PBTS) licences closed at 10am today. The Telecommunication Authority of Singapore (TAS) has received tender submissions from all the three (3) pre-qualified PBTS tenderers as listed in Annex 1.

The pre-qualified PBTS tenderers were given five (5) months to submit to TAS their tender proposals, containing detailed technical and commercial plans. Up to two (2) new PBTS licences will be awarded. The final number of PBTS licences awarded will depend on the attractiveness and quality of the tender proposals received.

The tender for the Public Cellular Mobile Telephone Services (PCMTS) also closed today at 10 am. A total of two (2) tender submissions were received by TAS. The PCMTS tenderers were given three (3) months to submit to TAS their tender proposals, containing detailed technical and commercial plans. The list of PCMTS tenderers who submitted proposals is given in Annex 2. Depending on the attractiveness and quality of the tender proposals received, up to two (2) new PCMTS licences will be awarded.

A Tender Evaluation Committee (TEC) comprising members from the TAS Board of Directors and representatives from the Ministry of Communications, the Ministry of Finance and the Ministry of Trade & Industry has been formed to evaluate both the PBTS and PCMTS tenders. The results of both tender exercises are expected to be announced by mid-1998. The new PBTS and PCMTS licencees will launch their commercially services from 1 April 2000.
