Singapore, 6 September 2000 | For Immediate ReleaseTo further enhance its support to the Singapore infocomm industry, Compaq Singapore today signed a Memorandum of Understanding (MOU) with the Infocomm Development Authority of Singapore (IDA) and the Economic Development Board (EDB) to be part of the Infocomm Local Industry Upgrading Programme (iLIUP). At the same time, IDA and EDB also renewed the commitment by Microsoft Singapore to iLIUP by signing a new MOU.
A joint initiative between IDA and EDB, iLIUP promotes strategic and mutually beneficial partnerships between leading, global technology providers and Singapore infocomm companies. iLIUP serves as a platform to help Singapore infocomm developers incorporate state-of-the-art technologies to build innovative new products and services. As part of global expansion endeavours, iLIUP partnerships can also bring about brand recognition, catalyse technology proliferation and geographical extension of market presence.
Compaq and Microsoft both embody leading edge technologies in their respective fields. Compaq, with its strengths in state-of-the-art hardware, will be able to bring value to Singapore infocomm developers through its deep expertise in systems infrastructure, architecture, design, and development.
Microsoft Singapore has been a partner in the iLIUP programme since October 1996, during which they have partnered over 40 Singapore infocomm developers.
Mr Khoong Hock Yun, Assistant Chief Executive (Infocomm Development) at the IDA said, "iLIUP has helped to strengthen the development capabilities of Singapore's indigenous infocomm industry. It has evolved into a major driving force behind the creation of a vibrant infocomm sector in Singapore."
Mr Liow Voon Kheong, Assistant Managing Director of the EDB, said, "Today's MOU signing is in line with the EDB's vision to develop Singapore into a global hub for the digital economy. This initiative will assist local vendors to meet the highest international standards and will leverage on the domain expertise of leading knowledge-based IT companies, like Microsoft and Compaq. By upgrading their capabilities, local vendors can add greater vibrancy to our infocomm sector. We hope that more promising local enterprises or PLEs will be encouraged to join this iLIUP to build themselves into World-Class Companies."
To date, there are ten global technology providers in the programme - Apple, BMC Software, Compaq, ILOG, Lernout & Hauspie, Lotus, Macromedia, Microsoft, Oracle, and Sun Microsystems - with over 100 Singapore infocomm companies as their iLIUP partners. IDA is constantly looking out for new leading, global technology partners who are seeking win-win partnerships with the Singapore infocomm developers.
Mr Khoong added, "To date, more than 60 innovative world-class products and services have been locally developed through iLIUP. Companies like Adroit Innovations, Double Click, Elixir Technology, Information Fusion, and Pandora Interactive have won regional and international awards. Several companies from the programme, such as Adroit Innovations, iSoftel, and Stratech Systems, are today listed on the Singapore Exchange. We look forward to seeing more such success stories borne out of such win-win relationships."

About the Local Industry Upgrading Programme
The Local Industry Upgrading Programme (LIUP) was initiated by the Economic Development Board (EDB) in early 1986 to foster closer business development ties between local companies and MNCs in Singapore. Infocomm Media cluster remains as a key cluster in EDB and Infocomm LIUP is a joint initiative by EDB and IDA.
The primary focus of the Infocomm LIUP is to accelerate the development of a vibrant Singapore Infocomm industry by cultivating stronger ties and collaborations between local Infocomm companies and leading technology providers. The underlying principle of Infocomm LIUP involves identifying a winning partnership for all players that would result in upgrading the technology and other capabilities of the Singapore Infocomm industry.
