IDA is pleased to announce the appointment of Mr Andrew Haire and Mr Mark Gordon to its senior management team. Reporting to Mr Leong Keng Thai, the Deputy CEO and Director-General (Telecommunications), Mr Haire joins IDA as Senior Director for Policy and Regulation, and Mr Gordon as Director for Marketing Communication / Corporate Communication.

Mr Haire and Mr Gordon have commenced work at IDA in the past two weeks. IDA's appointment of Mr Haire and Mr Gordon follows the earlier appointment of senior management such as Dr Kaizad Heerjee, Dr Brian Chen and Mr Khoong Hock Yun1. The new appointments of private sector professionals with international skills and experience will help IDA better achieve its objectives of enhancing Singapore's position in the global infocomm environment.

About the New Appointment Holders

As the Senior Director for Policy and Regulation, Mr Andrew Haire, 54, will provide the leadership and vision to formulate policies for Singapore's infocomm industry. Mr Haire's broad experience in the telecommunications sector and understanding of the regulatory regimes of various markets such as the UK, EU and Asia Pacific will allow him to drive the strategic development of a comprehensive market access, competition and regulatory framework for Singapore's newly liberalised telecommunications market.

Mr Haire has a strong background in public policy, world trade, alliance development, market entry and technical telecommunication issues. At his last posting as Vice President, Professional Services, International Regulatory and Public Policy, in Telcordia Technologies (formerly Bellcore), Mr Haire was responsible for creating and developing a new telecommunication consulting practice to address evolving global policy and regulatory issues for a worldwide client base. This included directing a full post-liberalisation review and evaluation of the European regulatory environment at both the EU and member state level related to interconnection, market entry, licensing and new technologies.

Similarly with Mr Haire's earlier stint with MCI Communications Corp, he held various regulatory portfolios, including the most recent as Senior Policy Advisor for HQ International Regulatory and Public Policy. In MCI, Mr Haire fronted corporate relations with worldwide regulatory authorities and overseas carriers, interpreting regulatory and legislative trends, as well as advising the development and execution of corporate strategy. Mr Haire successfully negotiated several alliances and secured market access and licences for MCI, including the Canadian, UK, Mexican and Japanese markets, among others. Prior to that, Mr Haire worked for IBM in various marketing and engineering management roles.

Mr Haire, a US citizen, has attended Harvard University's Advanced Business Institute and American University's Graduate School of Public Administration. He also graduated with honours in civil engineering from Syracuse University.

Mr Mark Gordon, 50, the Director for Corporate Communication / Marketing Communication, will be responsible for helping to create a strong branding for Singapore as a key global infocomm hub amongst local and international audiences. Mr Gordon will lend his wide ranging experience to formulating and executing global marketing communication activities to help promote Singapore's Infocomm 21 initiatives2 and local infocomm companies on the international front.

Mr Gordon has extensive experience in international marketing communications and public relations. Besides Singapore, Hong Kong and Indonesia, Mr Gordon has also worked in markets in North and South America, and Europe. Most recently as a private consultant, he has carried out projects for a wide range of clients, including Hongkong Telecom, the Government of Canada and the Indonesian Ministry of Tourism.

Prior to this, Mr Gordon has also handled the Asia-Pacific communications portfolios for Citibank and American Express. At Citibank N.A. Singapore, as Vice President for Public Affairs and Communications, Mr Gordon directed the public affairs activities in 11 Asian markets spanning North Asia, South-East Asia and Australia. He was responsible for creating and implementing a unified regional public affairs and media relations strategy for the Bank and its products. Mr Gordon's earlier posting in Hong Kong with American Express International also allowed him to manage and train a network of more than 30 reports in 15 markets. At American Express, Mr Gordon also managed employee communications, sponsorships, industry relations and government relations.

Mr Gordon, a Singapore Permanent Resident, attended the graduate programme in Anthropology at the University of Michigan, and holds a Bachelor of Arts from State University of New York. He is also the recipient of various marketing communication awards, including the Public Relations Society of America's "Silver Anvil" Award for International Public Relations.

On the new additions to her team, IDA CEO Ms Yong said, "We are extremely pleased to have Andrew and Mark join the IDA team. Their extensive knowledge and expertise will be strategic in helping IDA build infocomm as a major growth sector for Singapore. In particular, their wealth of international experience will be valuable because the infocomm business and competition we face today is global. Andrew's expertise in international regulatory issues will be useful as IDA charts the directions for Singapore's move into a fully liberalised telecommunication environment. Likewise, with the Internet transcending traditional distance barriers, our new emphasis on international marketing communications will be reinforced by Mark's international experience. IDA is well positioned to help drive the transformation of Singapore into a net economy and information society."
