IDA has reviewed SingTel Mobile's and StarHub Mobile's latest intra- and inter-operator differential pricing arrangements and is maintaining its existing policy of not allowing such differential pricing arrangements, except as short-term promotions. IDA has required the mobile operators to make adjustments to their pricing schemes and align them with IDA's policy. IDA welcomes initiatives from mobile operators to extend such discounts to all incoming and outgoing calls instead of limiting them to calls within their own network, or develop other attractive discounts for consumers' benefit.

One of IDA's policy goals is to ensure fair and efficient market conduct among licensees in the Singapore telecommunication market. To achieve this, IDA will need to ensure sustainable competition in our market in the long term and seamless any-to-any communication among competing networks. IDA will not endorse any pricing arrangements that could potentially threaten this objective.

In a rapidly changing environment, IDA is aware of the need for mobile operators to constantly develop new and innovative product and tariff schemes to maintain their competitiveness in the market. Since the operators are keen to offer such pricing arrangements, IDA will further study the impact of such differential pricing arrangements on the industry and consumers before considering allowing such practices.
