IDA Approves SingTel's Reference Interconnection Offer

The RIO sets out the prices, terms and conditions for other telecom licensees to access SingTel's network...

The Infocomm Development Authority of Singapore (IDA) has today approved Singapore Telecommunications Limited's (SingTel) Reference Interconnection Offer (RIO), which comes into effect immediately. The RIO sets out the prices, terms and conditions for other telecom licensees to access SingTel's network. This is required under the Code of Practice for Competition in the Provision of Telecommunication Services (Telecom Competition Code)1. The RIO aims to facilitate rapid adoption of reasonable interconnection agreements and reduce the timeframe for interconnection negotiations between SingTel and other telecom licensees.

"The RIO will facilitate rapid and effective competition in a multi-network and multi-operator environment. With the RIO, competing new entrants will have another means to achieve interconnected networks that can provide transparent and seamless telecom services to users, regardless of which network users are connected to", said Mr Leong Keng Thai, Deputy Chief Executive and Director-General (Telecoms) of IDA.

Some key features of the RIO include:

  1. Locations and points of interconnection which licensees may interconnect with SingTel's network.
  2. Physical and logical interfaces to SingTel's network that allows physical interconnection and access to SingTel's infrastructure.
  3. Description of service provisioning timeframes provided by SingTel and remedies for delays.
  4. Price, terms and conditions for licensees to lease SingTel's local loop, ducts, manholes and other infrastructure that is necessary for providing competing telecom services.
  5. The means by which a licensee can physically co-locate equipment within SingTel's network.
  6. Dispute resolution process, which allows either SingTel or the licensee to raise issues of disagreement to IDA for binding resolution.

It ensures fair competition in a competitive environment, safeguard consumer welfare and guide licensees on their interconnection negotiation. Under the Code, dominant licensees designated by IDA are required to submit a proposed RIO to IDA.
