The Infocomm Development Authority of Singapore (IDA) has released an industry consultation paper today entitled "Proposed Regulatory Approach For 3G Mobile Virtual Network Operators (MVNOs)" to seek industry comments and feedback on the proposed regulatory approach.
The term MVNO is used loosely in the industry to describe a mobile phone service provider that does not possess its own frequency spectrum, but relies on access to infrastructure of an existing mobile network operator to provide services to customers. IDA's proposed approach for MVNOs stems from its aim to develop healthy competition while encouraging investment in 3G networks and services. The intention is to balance the need for, and extent of, regulatory intervention vis-?-vis relying on commercial negotiations to drive MVNO agreements wherever possible, within the context of the Telecom Competition Code. The objective of this industry consultation is to gather industry feedback and comments so as to provide inputs for IDA in its review of the MVNO regulatory framework, and to facilitate industry understanding of the framework to be adopted.
The issuance of this consultation paper is part of IDA's on-going efforts to provide a platform for industry members to share their views on the appropriate regulatory framework to be put in place, taking into account industry trends and developments.
All views and comments should be submitted in writing to reach IDA on or before 12 noon, 31 May 2001. Based on the comments received, IDA will make the appropriate modifications to the proposed framework. IDA targets to release a final policy framework for 3G MVNOs by third quarter 2001.
