In promoting competition for the ".sg" domain name registration service, the Singapore Network Information Centre (SGNIC) Pte Ltd has today introduced the Registrar Accreditation Scheme for ".sg" domain name registration.

The Registrar Accreditation Scheme was developed in close consultation with the industry after a public consultation exercise1. All comments received were carefully considered during the development of the final scheme. Accredited registrars will be able to provide domain name registration for the five second level domains2 according to the registration policy set out by SGNIC. These are 'com.sg', 'org.sg', 'net.sg', 'edu.sg' and 'per.sg'. Accredited registrars can handle one or more of the five second level domains. To foster competition, promote innovation and encourage competitive pricing, there will be no limit on the number of accredited registrars.

Some of the core responsibilities and scope of service of the accredited registrar are as follows:
a) Accepting and processing of domain name registrations;
b) Operating its own domain name system, including hosting of name servers and any other supporting facilities/applications;
c) Performing a full suite of registrar service functions, including registration, renewal and deletion of domain names;
d) Ensuring the confidentiality and security of registration information;
e) Performing customer support functions, including billing customers (i.e. domain name holders) for the services rendered in domain name registration and maintenance. In meeting the needs of registrants who may prefer technical support of their domain names to be provided by others, a stand-alone registration and billing service should be made available; and
f) Undertaking to implement the Dispute Resolution Policy3 adopted by SGNIC in respect of dispute in domain name registration.

Details of the Registrar Accreditation Scheme and the application form are posted on the SGNIC website at www.sgnic.sg egistrar_accreditation.html. All applications must be submitted in writing via mail or courier to reach the SGNIC on or before 12.00 noon, 31 May 2002. Applicants will be informed of the outcome of their applications by end July 2002.

1 SGNIC issued a public consultation paper on 12 November 2001 to seek feedback on the proposed scheme to accredit registrars for the provision of '.sg' domain name registration services in SGNIC's shared registry system.

2 Examples of second level domain names are 'com.sg' or 'net.sg', and third level domain names are 'sgnic.sg' or 'trustsg.org.sg'.

3 The Singapore Domain Name Dispute Resolution Policy (SDRP) was launched by SGNIC, in association with the Singapore Mediation Centre, the Singapore International Arbitration Centre and the Singapore Institute of Arbitrators on 6 November 2001. The SDRP establishes a framework for resolving '.sg' domain name disputes between a '.sg' domain name registrant and any party other than SGNIC.
