As part of its continuous reviews to promote and maintain effective competition in a multi-network and multi-operator telecom environment, the Infocomm Development Authority of Singapore (IDA) released a consultation paper today. The paper seeks to gather feedback on a review of the Singapore Telecommunications Limited's (SingTel) Reference Interconnection Offer (RIO)1.

The review is necessary to ensure that SingTel's RIO continues to be relevant to industry needs and licensees benefit from continued business certainties. An effective interconnection framework is crucial to enable any-to-any connectivity for a competitive market to thrive. The RIO established three years ago, facilitated rapid adoption of reasonable interconnection agreements and reduced the timeframe for interconnection negotiations between SingTel and other competing telecom licensees. This accelerated entry for telecom licensees in their provision of telecom services in Singapore's telecom market.

The key reviews of the RIO include prices, terms and conditions, including timeframes and processes. The issuance of this consultation paper is timely and is part of IDA's on-going efforts to provide a platform for industry members to share their views on the appropriate regulatory framework to be put in place, taking into account industry trends and developments.

All views and comments should be submitted in writing to reach IDA by 12 pm, 15 July 2003. Based on the comments received, IDA will consider incorporating the appropriate modifications to reviews made to the RIO. IDA targets to complete the review of the RIO within the next three to four months.

1 The RIO sets out IDA-approved prices, terms and conditions for other telecom licensees to access SingTel's network. This includes Unbundled Network Elements such as SingTel's local loop and Essential Support Facilities such as co-location space in SingTel's exchanges and SingTel's lead-in ducts and manholes. This is required under the Code of Practice for Competition in the Provision of Telecommunication Services (Telecom Competition Code) that came into effect on 29 September 2000.
