IDA Seeks Industry Feedback on Telecoms Policy Regarding Internet Protocol (IP) Telephony and Electronic Numbering

As part of its continuing efforts to engage the public in policy development to benefit the infocomm industry, the Infocomm Development Authority of Singapore (IDA) seeks views on the policy framework to facilitate the introduction of Internet Protocol (IP) Telephony and Electronic Numbering (ENUM) in Singapore.

As part of its continuing efforts to engage the public in policy development to benefit the infocomm industry, the Infocomm Development Authority of Singapore (IDA) seeks views on the policy framework to facilitate the introduction of Internet Protocol (IP) Telephony and Electronic Numbering (ENUM) in Singapore.

The Internet and other IP-based networks are increasingly used by consumers for voice communications (e.g. international voice calls) in combination with, or as an alternative to fixed-line telephony. IP Telephony referred to in IDA's proposed policy framework is a form of Voice over Internet Protocol (VoIP)1 service that requires traditional local telephone numbers. It allows consumers to make and receive voice, data and video calls using the same telephone number, from any domestic or overseas location with available Internet access.

IDA is also seeking public and industry views on ENUM. Through ENUM, consumers use a single electronic number in place of multiple contacts, such as telephone and fax numbers, URLs, and email addresses. ENUM is a protocol that translates a normal telephone number into a format that stores and retrieves Internet addressing information, which in turn, can be used to route communications over the Internet.

With increased interest in the provision of IP Telephony services, IDA is seeking views on a suitable policy approach towards IP Telephony and ENUM. Such consultation is in line with IDA's efforts to help ensure that telecoms policies remain relevant, while continuing to sustain and encourage a competitive market environment to the benefit of businesses and consumers.

All views and comments should be submitted in writing to IDA by 12 noon (Singapore time) on Friday, 22 October 2004. IDA will consider all submitted inputs before issuing its final policy decision.
