IDA Announces S$120 million Infocomm Manpower Development Roadmap to Develop a Globally-Competitive and Infocomm-Savvy Workforce

The Infocomm Development Authority (IDA) today announced a S$120m Infocomm Manpower Development Roadmap to boost Singapore's Infocomm Iandscape. A joint effort between the government and industry, the five-year Roadmap will develop Infocomm professionals into globally-competitive players, the general workforce into savvy Infocomm users, and students into the Infocomm talent of the future. The goal is the development of an innovative entrepreneurial, globally-competitive and infocomm-savvy workforce to drive the creation and exploitation of Infocomm technologies. Infocomm talent is critical to Singapore's continued leadership as the location of choice for Infocomm business and innovation.

Infocomm Clubs

To kick-start the Roadmap is a Student Infocomm Outreach programme that brings the excitement of Infocomm into schools, beginning with Infocomm Clubs. From January 2006, some 30 schools will offer Infocomm Clubs as part of their Co-Curricular Activities (CCA) programme. Students in primary and secondary schools, and junior colleges can earn CCA points by joining these Clubs. There are also plans to offer credit exemption for students who move on to pursue IT diplomas.

The setting up of Infocomm Clubs in schools is a joint effort between IDA and industry partners, supported by the Ministry of Education. By 2008, more than 150 schools are expected to offer Infocomm Clubs to students, who will learn about the possibilities of Infocomm through training programmes, project work, competitions and industry mentorship. Through Infocomm Clubs, the goal is for 50 per cent of its members join the Infocomm profession.

National Infocomm Scholarships

Another initiative targeted at students under the Student Infocomm Outreach programme is the expansion of the National Infocomm Scholarship (NIS) to include overseas studies with top universities. A total of 10 overseas scholarships will be given out over a period of five years, with the offering of overseas work stints with leading Infocomm MNCs, who are partners with IDA in this scholarship programme. The NIS will be opened to students in January 2006. Applications close in April 2006.

Apart from students, the Roadmap will also widen and deepen the capabilities of the general workforce and Infocomm professionals with specific programmes to be announced over the next year.

Competency and Training Programmes

For the general workforce, the pipeline of programmes include the 'Infocomm Skills@Work' or in short, 'InSkills@Work' programme, that will enable them to excel in their respective fields of work. This programme helps the general workforce in key economic sectors to develop Infocomm competencies that will transform their business, and the way they work. The result is a sophisticated workforce who perform better because Infocomm made the difference. In addition, existing competency and training programmes, such as the Critical Infocomm Technology Resources programme (CITREP) will be expanded to include non-infocomm professionals.

For Infocomm professionals, programmes that help re-tool and elevate their skill-sets, will be implemented over the next year. Infocomm professionals can look forward to the launch of the National Infocomm Competency Framework which defines the step-by-step certification and competency requirements of an Infocomm professional's career. There is also the Graduate Career Development Programme that equips local Infocomm undergraduates with certifications for critical and essential skills demanded by the Infocomm industry, in addition to their academic qualifications.

Express IT! iN2015

The Infocomm Manpower Development Roadmap was announced this morning by Dr Balaji Sadasivan, Senior Minister-of-State for Information, Communications and the Arts & Health, at the Express IT! iN2015 Competition Award Ceremony.

The Infocomm Manpower Development Roadmap is part of the Intelligent Nation 2015 (iN2015) masterplan which looks ten years into the future to identify new growth opportunities for Singapore through Infocomm.

Infocomm manpower is one of the key drivers the of iN2015 masterplan which seeks to drive the sophisticated adoption of Infocomm among ICT and non-ICT professionals, allowing them to stay relevant, competitive and transform economic sectors.

Describing the Singapore's Infocomm worker of the future, Dr Balaji said, "Singapore is going to need more of such Infocomm professionals who are both technologists and business strategists. As techno-strategists, they are creative in using technology to architect solutions that enable key growth areas like education, health care, logistics and financial services to be even more competitive."

At the award ceremony, Dr Balaji emphasised iN2015's three 'Ps' message - engaging the People, Public and Private sectors in Singapore's 10-year Infocomm master planning. He said, "I encourage each and every one of you to continue contributing inputs and ideas to shape our future. Just like what we are seeing today from the Express IT! iN2015 competition entries, our Infocomm future can be a most enriching and colourful one."

Dr Balaji handed out the awards to nine individuals who contributed top entries for the Express IT! iN2015 competition. For the Primary and Secondary School categories, top prizes went to students of Xingnan Primary, Parry Primary, Fuhua Primary, Tampines Junior College, Hwa Chong Institution and Raffles Institution. Prizes for the Open category were awarded to Jacqueline Aw, Vincent Chia, and Madhusudan Pandya.
