Cyber-WatchCentre to be Ready by March 2007
Government agencies can expect greater online security when the Cyber-WatchCentre (CWC) is ready next March to provide real-time response to cyber-threats.
Set up by the Infocomm Development Authority of Singapore (IDA), the CWC will boost the security of the Singapore Government's Infocomm systems and networks. The CWC will monitor cyber-threats to government networks round-the-clock and provide early warning of impending cyber-threats. In the event that a malicious access - such as the theft of confidential data - is detected, the centre will immediately inform the relevant government agency to take remedial action. The CWC will be staffed by a team of 12 Infocomm Security professionals that will comprise security analysts and engineers.
Using state-of-the-art technology such as security events correlation technology, the CWC will be able to detect increasing sophisticated attacks and filter out false alarms. For instance, the centre will be able to collate and analyse seemingly-unrelated events and identify cyber-attacks.
Presently, more than 1,600 government services are online to businesses and individuals. These users access government e-services for a wide range of services, from filing taxes to application of licenses. The CWC will provide added assurance to citizens and businesses that the government web sites and e-services are always available and secure.
Mr. Leong Keng Thai, Deputy Chief Executive Officer and Director-General (Telecoms), IDA Singapore said, "Singapore will strengthen its status as a key communications node by being one of the first in Asia to set up a monitoring unit such as the Cyber-WatchCentre. In the long term, the CWC will also aid Singapore's exchange of cyber-security intelligence with countries around the world and boost global defence against cyber-threats."
The CWC is one of the key initiatives under the Infocomm Security Masterplan1 to enhance Singapore's defence against cyber-attacks. It also contributes to Singapore's vision of building a digital nation, as outlined in the IDA's iN20152 masterplan.
The government has appointed e-Cop Pte Ltd through a tender to build and operate the CWC. Once operational, e-Cop will provide round-the-clock security monitoring of cyber-threats to government's systems and networks. A pioneer in managed security and monitoring services, e-Cop's experience and knowledge in Internet security will serve to aid the government in maintaining a secure Infocomm environment.
