Government Takes The Next Leap Forward In Improving Online Service Delivery

Agencies Recognised For Excellent Websites

Updated, relevant and easy to use, all the time and anytime - these are the expectations that citizens and businesses have of Singapore government websites, and also the qualities that have gained distinction for 10 government agencies at the Singapore Government Web Excellence Awards.

The Web Excellence Awards accords recognition to government agencies which have achieved high standards for their websites in terms of user-friendliness, content presentation, overall website management and the effective delivery of electronic services. The winning websites which set the benchmark of quality for government websites are:

Outstanding Award

Merit Award

  1. Accounting and Corporate Regulatory Authority - acra.gov.sg  
  2. Civil Aviation Authority of Singapore - caas.gov.sg  
  3. Health Promotion Board - hpb.gov.sg  
  4. Immigration and Checkpoint Authority - ica.gov.sg  
  5. Inland Revenue Authority of Singapore - iras.gov.sg  
  6. Ministry of Information, Communications and the Arts - www.sg
  7. Singapore Customs - customs.gov.sg

Mr Zaqy Mohamed, Chairman of the Government Parliamentary Committee, Ministry of Information, Communications and the Arts, and Member of Parliament for Hong Kah Group Representation Constituency, presented the Awards to the winners and launched the Singapore government portal www.gov.sg today.

In addition to a panel of judges, the Web Excellence Awards included public voting as a key scoring component. A viral campaign to promote the competition garnered more than 26,000 public votes for their favourite agency websites.

The Singapore Government's Web Transformation Journey

The Web Excellence Awards is a key project conceptualised as part of the government's Web Transformation Strategy (WTS), which aims to create a vibrant, engaging and integrated government Internet landscape. It provides a whole-of-government support environment through establishing standards and sharing best practices on website development, to enable agencies to continually improve their websites. This ensures that government websites meet citizens' and businesses' evolving needs and expectations, facilitating excellent service delivery.

"Information on government websites should be presented in an intuitive way and be relevant to the users" said Mr Lim Hock Chuan, Deputy Secretary for Performance, Ministry of Finance. "Our websites must enable our customers to find the information they need quickly and have a seamless experience when dealing with multiple government agencies".

The WTS also aims to provide government agencies with commonly used tools and applications that allow them to provide citizens with a more integrated online experience. For example, the integrated Frequently Asked Questions, or iFAQ, provides users with a single point of search to common questions asked of government agencies. Regardless of the agency website from which a customer starts an FAQ search, the iFAQ search platform will return with all relevant FAQs from 86 different government agencies, which collectively contribute more than 26,000 questions and answers.

Both the WTS and Web Excellence Awards are part of the iGov2010 Masterplan. The iGov2010 strategies are:

  • Increasing the reach and richness of e-services, such as through the delivery of proactive, user-friendly, responsive and integrated e-services;
  • Increasing citizens’ mindshare in e-engagement, such as through the delivery of clear and useful information online in a vibrant and interesting manner;
  • Enhancing capacity and synergy in government; and>
  • Enhancing national competitive advantage.
