Call-For-Proposal Launched for the Provision of Chilled Water (With Option for an Integrated Power Plant) In Data Centre Park

5 June 2012 - The Infocomm Development Authority of Singapore (IDA), Singapore Economic Development Board and JTC Corporation are working together on the development of a Data Centre Park (DCP) to strengthen Singapore's position as an economic and infocomm hub.

The Infocomm Development Authority of Singapore (IDA), Singapore Economic Development Board and JTC Corporation are working together on the development of a Data Centre Park (DCP) to strengthen Singapore's position as an economic and infocomm hub. The DCP will be a specialised industrial park for data centres ("DCs"), built with infrastructure supportive of the setting up of premium DCs. It is proposed to be located in Tanjong Kling and will take up an area of approximately 13 hectares and be able to host approximately up to eight DC buildings, providing at least 70,000 m2 and up to 105,000 m2 of net rackable DC space.

Besides attracting multi-national corporations and enterprises to set up their HQ and premium DC operations here, the DCP will also help to attract world-class Internet and media companies to host their content and services in Singapore, thus attracting more Internet traffic and international network providers.

To support the chilled water requirements of the DCP, IDA has launched a Call-for-Proposal (CFP) to invite interested developers to design, build, own and operate a chilled water plant (with option for an integrated power plant) for the DCP. The plant will be housed within the DCP and will have an area of approximately 3.8 hectares. It will provide a primary source of chilled water for the tenants within the park.

Given that cooling and power is crucial to the operations of DCs, DCP's value proposition of having an on-site chilled water plant (with option for an integrated power plant) as a shared facility will leverage economies of scale to bring about better efficiency and potentially lower energy costs. In addition, while existing DCs require in-building space to house their chilled water equipment, the shared chilled water facility in the DCP can allow DCs to free up this space for more revenue-generating activities.

For the appointed plant developer, the DCP presents an opportunity for the company to tap on the growing trend of demand and operational spending in DCs for power and cooling services. The successful development and operation of the plant will also provide invaluable experience that the plant developer can export or replicate in other projects. Given the significance of the plant to DCP, the appointed developer will be an important partner to this government-led initiative.
