Revised regulations include the use of electronic compliance labels, simplified online system for faster renewal of equipment registration, and immediate registration of SBO (Class) licence
The Infocomm Development Authority of Singapore (IDA) has revised its regulations in its continuous effort to streamline its licensing and equipment registration processes, and reduce business cost for telecommunication service providers and equipment dealers.
The use of electronic compliance labels on registered telecommunication equipment will be allowed with immediate effect. From today, telecommunication equipment dealers licensed by IDA, such as suppliers or manufacturers, are permitted to display the compliance label on the equipment's built-in display screen or in the softcopy of the equipment's instruction manual, as an alternative to traditional sticker labels. Licensees will have to ensure that the equipment packaging contains information for consumers about where to locate the electronic compliance label for verification.
The primary purpose of the compliance labels is to facilitate the easy identification of telecommunication equipment that has been approved for use in Singapore. The label indicates that the equipment complies with the standards and specifications published by IDA, is compatible with the public telecommunication networks in Singapore, and does not cause radio frequency interference to other authorised radio-communication networks. This provides greater assurance to consumers at the point of purchase that the telecommunication equipment has been approved for use in Singapore. This label also identifies the registering equipment suppliers.
Under existing conditions of IDA's Dealer's licence, licensees are required to affix the compliance labels on the registered telecommunication equipment itself, or on the equipment's instruction manual or packaging, before such equipment is displayed or offered for sale for use in Singapore. By allowing electronic labelling, this helps dealers comply with IDA's equipment registration requirement in a more cost effective manner.
IDA has revised the Requirements for Telecommunication Equipment Labels and Advertisements to bring into effect the new regulations. In addition, IDA has also enhanced the online Telecoms Licensing System to facilitate faster renewal of equipment registration.
IDA has also reviewed and amended the Telecommunications (Class Licences) Regulations to bring into effect the following changes:
- Faster registration of Services-Based Operator (SBO) (Class) Licence. With the change, providers of services such as call-back/call re-origination services, Store-and-Retrieve/Store-and-Forward Value-Added Network services and Internet-Based Voice and Data services etc, will be class licensed immediately upon complete submission of information during the online application. The operators no longer need to wait for IDA to complete the review of the application before proceeding to offer services under the class licence.
- Cheaper and more simplified licence for providers of Store-and-Forward Value-Added Network Services as they now can register with IDA under the SBO (Class) licence instead of applying for an SBO (Individual) Licence.
The above changes came into effect on 28 December 2011.
