Appointment of New Director-General (Telecoms & Post) Ms Aileen Chia at the Infocomm Development Authority of Singapore

8 Dec 2015 - As part of IDA’s leadership renewal and succession planning process, the Infocomm Development Authority of Singapore (IDA) will be appointing a new Director-General (Telecoms & Post) with effect from 1 January 2016. Ms Aileen Chia, the Deputy Director-General (Telecoms & Post), will succeed Mr Leong Keng Thai, who is currently serving in the position. Mr Leong is the first Director-General of IDA and has held this post since IDA’s inception in 1999.

As part of IDA’s leadership renewal and succession planning process, the Infocomm Development Authority of Singapore (IDA) will be appointing a new Director-General (Telecoms & Post) with effect from 1 January 2016. Ms Aileen Chia, the Deputy Director-General (Telecoms & Post), will succeed Mr Leong Keng Thai, who is currently serving in the position. Mr Leong is the first Director-General of IDA and has held this post since IDA’s inception in 1999.

Ms Aileen Chia has been with IDA for more than 25 years, and has assumed the Deputy Director-General portfolio for the last 6 years. She has been leading the policy and competition development functions of IDA, working closely together with Mr Leong to enhance the vibrancy and competitiveness of the ICT sector in Singapore. 

Mr Leong will continue as the Deputy Chief Executive (DCE) of IDA and the Chairman of Personal Data Protection Commission (PDPC), the statutory body that administers the Personal Data Protection Act (PDPA). As the DCE of IDA, Mr Leong continues to be a part of IDA’s Executive Committee and Senior Leadership Team (SLT). He will also lead the International Division of IDA in all engagements with overseas Government and public agencies as well as at international forums, and advise the SLT on infocomm policy and regulatory related matters.

With 35 years of experience in the telecommunications and postal industry under his belt, Mr Leong has played a key role in charting the significant milestones of the telecoms industry – including the full liberalisation of the telecoms and postal sectors, the introduction of a competition regulatory framework, and the conceptualisation and implementation of the Next Generation Nationwide Broadband Network.

As testament to Mr Leong’s global work, he received a special recognition award from the International Telecommunications Union (ITU) for his contributions to help improve the lives of world citizens through ICT innovations. In this year’s National Day Awards, Mr Leong was also conferred the Public Administration Medal (Gold)(Bar) for his contributions.
