Ladies and Gentlemen.
Introduction
1. It gives me great pleasure to welcome Mr. Charles Phillips.
2. Today's IDA Distinguished Infocomm speaker, Mr Charles Phillips, is distinguished in his own rights. Charles first started in the US military and made a successful transition into the corporate world, as a top-notch Wall Street analyst. His experience brings him today to be a key business leader in Oracle, as its worldwide President.
3. Oracle has been part of the Singapore infocomm scene since 1988. Oracle has been proactive in introducing its new technology and solutions to Singapore. Oracle has also been active in helping our local infocomm companies and professionals develop new capabilities.
4. Oracle has been a partner of IDA's Infocomm Local Industry Upgrading Programme for eight years and has to-date nurtured more than 30 local infocomm companies. Oracle also participated in IDA's Location Based Services Call for Collaboration initiative, and together with consortium members, has helped implemented an Emergency Caller Tracking System for the Singapore Civil Defence Force.

5. IDA is always on the look-out for opportunities to develop new capabilities for the local infocomm industry. This keeps our companies relevant and prepares them for new growth.
6. I am happy that Oracle and IDA announced our collaboration, called the IDA-Oracle Enterprise-g @ Singapore initiative, this morning. The vision of this collaboration is to enable Singapore-based enterprises to realise the benefits of enterprise grid technology to achieve cost reduction and productivity gain to be competitive.
7. Under Enterprise-g @ Singapore, IDA is already working with Oracle, to kick-start the first proof-of-concept project (or POC in short) with the Singapore Land Authority's Land Data hub. This Land Data Hub will ride on the enterprise grid architecture to establish Asia Pacific's first digitised land information sharing management system. When implemented by 1st quarter next year, the Land Data Hub will bring the sharing and usage of land information by government agencies to a new level.
8. A POC is appropriate because we are able to bring together both the supply and demand sides of the equation. Oracle and other technology partners have the technology and solutions that enable diverse sources of information to be consolidated into one single view and used by different organisations. The Land Data Hub is due for an upgrade, and requires new functionalities to meet operational needs and to create new business opportunities. By bringing together the two, we create a test-bed to demonstrate possibilities of the new technology in a real-life environment. When successfully implemented, the test-bed will become a reference site for other users with similar needs. Further down the road, the project could also spin-off solutions that can be commercialised and exported beyond Singapore. The POC further reinforces Singapore's positioning as a digital living lab to champion new technology and as a launch pad for innovations into the region.
9. The collaboration with Oracle is in-line with IDA's role to develop capabilities in emerging technologies, benefiting users in industry and government. Technology can be the differentiator between winners and losers in today's competitive world. That is why companies increasingly embrace relevant technologies to stay ahead. Through the Enterprise-g @ Singapore collaboration, we encourage local companies to harness grid technology to be more competitive and to achieve more with less. We also encourage local infocomm companies to develop innovative grid solutions and be part of the fast-growing grid industry that is expected to exceed US$12 billion in revenue by 20071.
Conclusion
10. Technology, when used well, becomes a powerful tool. As Tim Richardson once said, "Technology does not replace people - it enables people; it only replaces people when they do not know how to wield it". Our Distinguished Infocomm Speaker today, Mr Charles Phillips will share with us his perspectives on "Creating Corporate Value? It's Information that Matters". I am sure we all look forward to his presentation.
