IDA's Directed Amendments to OpenNet's OSS/BSS Connection and Professional Service
On 27 October 2011, IDA directed OpenNet Pte Ltd ("OpenNet") to incorporate specific drafting language ("Directed Amendments") in its proposed modifications to Schedules 14, 15 and 18 of its Interconnection Offer ("ICO") with respect to OpenNet's proposed modifications to its OSS/BSS Connection and Professional Service. OpenNet's proposed modifications incorporating the Directed Amendments have been approved by IDA and will take effect from 27 October 2011.

Direction in Relation to OpenNet's Proposed Modifications to its Obligation to Test the Optical Performance of Residential End-User Fibre Connections under its Interconnection Offer
On 20 September 2011, IDA directed OpenNet to incorporate specific drafting language ("Directed Amendments") in its proposed modifications to Schedules 1, 2 and 15 of its Interconnection Offer ("ICO") with respect to OpenNet's proposed modifications to its ICO obligation to test the optical performance of residential end-user fibre connections. OpenNet's proposed modifications incorporating the Directed Amendments have been approved by IDA and will take effect from 20 September 2011. IDA has also issued its decision on the reconsideration request submitted by OpenNet on 25 July 2011. IDA has carefully considered the issues raised by OpenNet and considers that OpenNet has not raised any compelling reason in its reconsideration request to vary IDA's 11 July 2011 direction. Accordingly, IDA maintains the 11 July 2011 Direction in its entirety.

Request by OpenNet to Extend Deadline for Submission of OpenNet's Proposed Modifications to OSS/BSS Connection & Professional Service
OpenNet has requested an extension of the deadline to submit its response to IDA's Direction for OpenNet's proposed OSS/BSS Connection & Professional Service and IDA has agreed to the extension. OpenNet will have to submit to IDA a revised proposed ICO that incorporates IDA's directed modifications by 23 August 2011.

Request by OpenNet for Reconsideration of IDA's Direction dated 11 July 2011 in Relation to OpenNet's Proposed Modifications to its Obligation to Test the Optical Performance of Residential End-User Fibre Connections under its Interconnection Offer
On 25 July 2011, OpenNet submitted a request for IDA to reconsider certain aspects of IDA's Direction dated 11 July 2011 which had required OpenNet to modify particular provisions of its proposed Interconnection Offer ("ICO") Schedules 1, 2 and 15.

Following the industry consultation on OpenNet Pte Ltd's ("OpenNet") proposed OSS/BSS Connection & Professional Service under its Interconnection Offer ("ICO"), IDA has directed OpenNet to modify its proposal. OpenNet will have to submit to IDA a revised proposed ICO that incorporates IDA's directed modifications by 9 August 2011.

OpenNet Pte Ltd ("OpenNet"), the Network Company selected to build, operate and maintain the passive infrastructure of the Next Gen NBN, has proposed modifications to its obligation to test the optical performance of residential end-user fibre connections under its Interconnection Offer ("ICO") and a new service schedule under the ICO.
IDA hereby invites interested parties to submit written comments regarding OpenNet’s proposed Schedule 1 (Residential End-User Connection), Schedule 14 (OSS/BSS Connection & Professional Service) and Schedule 15 (Charges).
